Duties Description The Office of Professional Responsibility (OPR) registers and provides continuing education for tax return preparers and facilitators annually and identifies and disciplines tax return preparers who fail to meet regulatory standards.

Under the supervision of the manager of the Office of Professional Responsibility, the incumbent will answer complex questions and provide technical assistance for the day-to-day activities of OPR using departmental systems. Duties include, but are not limited to, the following:
• Assist taxpayers or their representatives by responding to written or telephone inquiries and protests relating to registration, education, or OPR enforcement actions.
• Effectively communicate the resolution of the inquiry or protest with taxpayers or their representatives.
• Process tax preparer and facilitator registration exceptions.
• Understand and logically explain complex technical requirements and provisions to taxpayers and/or their representatives.
• Read, understand and apply laws, procedures, rules, regulations, and guidelines where clear precedents and detailed direction exist.
• Manipulate an alphanumeric keyboard and use a PC to enter data, produce reports, access files and databases.
• Analyze information and facts pertinent to the case, determine a logical conclusion and proceed accordingly with the next appropriate action.
• Resolve complex reconciliations of taxpayer accounts including but not limited to, account adjustments, error corrections, credit payments, refunds and liabilities, computation of tax penalties/liabilities and interest due on tax returns.
• Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
• Demonstrate acceptable knowledge and skill in the use of prescribed software, department systems, and other tools to effectively complete assignments.
• Work independently and exercise good judgment in monitoring multiple work assignments with minimal supervisory oversight.
• Demonstrate initiative, self-motivation, a strong work ethic, a commitment to the success of assignments with a strong attention to detail, and the ability to work well in a team environment.
• Complete special projects as needed.
• Ability to advocate cases at BCMS conferences and Small Claims Hearings and participate at hearings as a witness for the Department and assist Office of Counsel in resolving disagreed cases. This may require some overnight travel and the use of public or private transportation.
• Adhere to the Department rules and policies including Code of Conduct, ethical practices, time and attendance rules and regulations.

Minimum Qualifications Candidates must be current NYS employees eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Taxpayer Services Specialist Trainee 1
Associate’s degree or completion of 60 semester credit hours.

Taxpayer Services Specialist Trainee 2
Associate’s degree or completion of 60 semester credit hours and one year of experience testing tax processing systems and/or resolving tax return processing errors.

Taxpayer Services Specialist 1
An associate’s degree or completion of 60 semester credit hours and two years of experience testing tax processing systems and/or resolving tax return processing errors.

Starting salary for Taxpayer Services Specialist Trainee 1 $45,494.
Starting salary for Taxpayer Services Specialist Trainee 2 $50,844.

Note: Advanced Placement in a traineeship is at the discretion of the hiring agency.
