Duties Description The New York State Education Department's (NYSED) Office of Adult Career and Continuing Education Services - Vocational Rehabilitation (ACCES-VR) is seeking candidates for a Senior Vocational Rehabilitation Counselor position in the Garden City or the Queens District Office. This incumbent of this position will report directly to the Quality Assurance/Monitoring Unit manager. Duties of these positions include, but are not limited to, the following:

• Participate and/or lead district office and statewide case reviews; identify trends and statewide issues, conduct risk assessments, identify need for updated or additional Internal controls and make recommendations;
• Conduct reviews of vendors and community rehabilitation agencies providing Core Rehabilitation Services (CRS); and other vocational rehabilitation services.
• Provide technical assistance to vendors, approve corrective action plans, and monitor the successful Implementation of those plans;
• Represent the unit as assigned liaison to appropriate district offices to obtain input and to Identify issues and vendors in need of review; share information, facilitate quality improvement, follow up on corrective action plans, and provide technical assistance;
• Respond to complaint calls received from customers;
• Work collaboratively on a QA team to assist with the provision and management of ACCES-VR's due process program;
• Develop and maintain working relationships with Office of Counsel, NYSDRA, DRNY, Impartial Hearing Officers and other units within ACCES-VR; and,
• Other assignments as appropriate.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Vocational Rehabilitation Counselor.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Senior Vocational Rehabilitation Counselor. If you are on the Civil Service eligible list for Senior Vocational Rehabilitation Counselor, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have had one year of permanent competitive or 55b/55c service as a Vocational Rehabilitation Counselor, Vocational Rehabilitation Counselor (Manual Communications), or Vocational Rehabilitation Counselor (Spanish Language). Provisional candidates must take the examination for Senior Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Employees of ACCES-VR who are currently in a Senior Vocational Rehabilitation Counselor position and are interested in transferring to the location indicated on this flyer MUST apply for the position as outlined in the Application section of this flyer.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Provisional candidates must take the examination for Senior Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period at the discretion of the unit supervisor. This position requires 30% in-state travel.

Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $104,230 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Based on this position’s location, in addition to the listed base salary, this position also receives a $4,000 Downstate Adjustment.
