Duties Description The Contract Management Specialist 2, reporting to the Miscellaneous Procurement Section Supervisor, responsibilities will include: overseeing and performing quality review of procurement documents and evaluation Instruments; advise programs on the proper procurement method to be used for their needs, pursuant to State Finance Law; ensuring the procurement documents are accurate and complete; educating programs on procedures and policies around conduct of a procurement and advise program on best practices; supervising Contract Management Specialist 1 and/or other positions; and other duties as assigned.
Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health Employee with permanent or contingent-permanent status as a Contract Management Specialist 2; OR NYS employee with one year of permanent or contingent permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6,70.1 or 70.4 of the Civil Service Law.
Preferred Qualifications: The preferred candidate will have the following knowledge, experience and skillset:
Knowledge:
- NYS procurement guidelines, policy and procedure.
- NYS OGS, MWBE and SDVOB programs
- Division of Budget guidelines and State Finance Law.
Experience:
- Project Management
- Procurement, Account Payable and Budgeting
- Use of the Statewide Financial System (SFS).
Skillset:
- Proficiency in the use of Microsoft Teams, Word, Excel, Access, and PowerPoint.
- Ability to work well with a team and manage multiple competing priorities is required
- Strong written and verbal communication skills
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
