Duties Description The New York State Education Department’s Office of the Chief Financial Officer is seeking candidates for a Contract Management Specialist 3 position in the Contract Administration Unit. Under the general direction of the Director of Financial Administration 4, the Contract Management Specialist 3 manages procurement and contract teams and oversees the administration of a wide variety of contracts and contract related activities. Duties of this position will include, but are not limited to, the following:
• Supervise Contract Management Specialist 2’s in the review of contracts and purchases, requests for proposals, invitation for bids, sole/single source procurements and other related financial transactions;
• Direct staff and oversee the submission of procurement documents to the State’s control agencies for final review and approval;
• Review and issue complex RFPs and prepare the resulting contracts, ensuring compliance with Federal and State laws, rules and regulations;
• Resolve the more difficult complaints and conflicts regarding contract execution, development, and amendments;
• Develop and implement training programs and written procedures on procurement processes and guidelines;
• Manage workflow using content management systems and similar tools, ensuring processes are streamlined and interact well with other offices’ processes, and;
• Oversee the analysis, goal setting activities, and utilization tracking of Minority and Women-Owned Business Enterprise (MWBE) goals.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Contract Management Specialist 3.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Management Specialist 3 and Medicaid Integrity Specialist 3.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-25 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive 55b/c service as a Contract Management Specialist 2, DHSES Program Administrator 2, DHSES Program Administrator 3, Supervising Budgeting Analyst, or Assistant Director Financial Administration 1. Provisional candidates must take the examination for Contract Management Specialist 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be either a permanent, competitive or temporary provisional appointment Provisional candidates must take the examination for Contract Management Specialist 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
