Duties Description Will serve as the Director of the Social Services Department and will be responsible to oversee Social Work Staff. Required to Supervise staff, evaluate knowledge, skills, and performance, and provide training, constructive feedback and counseling as indicated. Determines social work program priorities, goals, and objectives; and develops and monitors policies and practices to ensure consistency with regulatory requirements, agency policy, professional standards, and other relevant laws, rules, and regulations. Oversees administrative and reporting functions, including fiscal, human resources, program statistical reports, and other support services; prepares social work program budget requests; and participates in the recruitment and selection of social work staff. Develop, review and update policies and procedures, competency-based assessment tools, establishes staff performance standards and monitor practices for the Social Services Department. Monitor time and attendance of staff, including overtime. Participate in budget meetings and manages the budget for the department. Reviews and evaluates clinical documentation and the ability of social work staff to assess and treat individuals, determine the quality and appropriateness of treatment and interventions provided to individuals, and ensure that documentation meets professional and regulatory guidelines .Evaluates the educational needs of social work staff and ensures social work staff maintain continuing education and licensure requirements.
Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service that is eligible for transfer under Section 70.1 and or 52.6 of the Civil Service Law to Social Work Supervisor 1, SG-23.
Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Licensed Master Social Worker, SG-20, and must have a license and current registration as a Licensed Master Social Worker in New York State.

If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health and have one year of permanent competitive service as a Social Worker 2 or Social Worker 2 (any parenthetic); AND
must be LICENSED AND CURRENTLY REGISTERED as a certified social worker in New York State.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
