Duties Description The Municipal Services Division provides technical advice and assistance to 95 local civil service agencies on the full range of civil service activities as required by Civil Service Law. Division staff also support the Commission in its review of local rulemaking proposals and analysis of section 211 waiver requests.

This position will play an important role in working with local civil service agencies throughout New York State as they strive to hire more public servants into key roles in local government. This position will be thoroughly involved in merit system transformation and will be responsible for providing training to local government users of the Department’s examination services.

This position works with other Division and Department managers and leaders to coordinate work related to testing, examinations, and the merit system, and may serve on a variety of interdivisional and interdepartmental committees to develop the Department’s merit system programs.

Responsibilities will include but are not limited to the following:

• Assists in the management of the work of the Transformation and Examination Section and helps to ensure the work of section staff meets professional standards and expectations for quantity, quality, and timeliness.
• Provides training and technical advice and provides assistance “in-person,” by traveling as needed to municipal civil service agencies throughout New York State, individually or as part of a team. The incumbent will also provide training virtually to the Agency’s customers or as the needs of the Division or Department dictate.
• Develops or updates training manuals as needed.
• Responds to questions related to exam-related processes for local government agencies using the Department’s examination services.
• Works with others to resolve problems and ensure customer needs are met.
• Serves on project teams and personally completes special assignments and initiatives, as assigned.
• Communicates orally and in writing with a variety of audiences to inform, resolve problems, and/or respond to inquiries or complaints; and assists subordinate staff in their communications with others.
• Assists in the development and training of Division and civil service agency staff.
• Develops and maintains effective working relationships with local civil service agencies, Department staff, and entities such as the New York State Association of Personnel and Civil Service Officers.
• Responds to questions from members of the Civil Service Commission, elected officials, local agencies, and the public about all areas of civil service administration.
• Reports on the operations and achievements of the section.
• Assists with the development, enhancement, and maintenance of the Division’s automated systems.
• Is knowledgeable about the Division’s and Department’s policies and procedures, identifies problems, and recommends solutions and improvements.
• Provides consistent, detail-oriented, professional work products delivered within established time frames.
• Tracks the progress of assignments, projects, and other deliverables.
• Provides support, training, and guidance to subordinate staff to meet deadlines and manage their workloads.
• May review regulations and legislation affecting Department and municipal merit system administration activities and prepares comments.
• Represents the Division and Department at meetings, conferences, seminars, and other events related to the Department’s activities.

PREFERRED QUALIFICATIONS:
• Three or more years of experience in providing technical assistance and/or training to local governments.
• Strong verbal and written communication skills.
• Prior experience providing end-user training for new computer systems
• Ability to engage and motivate employees through change.
• Strong customer service skills.
• Close attention to detail.
• Strong problem-solving, logical reasoning, and critical thinking skills.

Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 (Municipal Assistance) if less than one year, you must be currently reachable on the Human Resources Specialist 2 (Municipal Assistance) eligible list for the Albany location if one exists.

COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Albany position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Human Resources Specialist 2 (Municipal Assistance). exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

One year of permanent service as a Human Resources Specialist 1 (Municipal Assistance).

NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are:

One year of permanent service as a Human Resources Specialist 1 (Municipal Assistance).

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 21. To be considered, you must provide a copy of your letter of eligibility with your response.
