Duties Description Under the direction of the Landscape Architecture/Environmental Group Supervisor, the candidate will perform and supervise environmental related duties as well as Landscape Architecture designs in support of the capital program delivery.
Duties may include, but are not limited to:
• Performing the full range of professional landscape architectural, environmental analysis and reviews, Local Program support, liaison with outside agencies, public outreach, and construction support activities.
• Supervising staff and manage in-house and consultant resources in all aspects of design, environmental studies and reviews, and construction support.
• Delivering capital program projects and design elements/tasks for other projects in the Region in accordance with Department and Regional requirements and standards.
• Reviewing and approving estimates, specifications, contracts, completed work, contract changes and payments, and contractor work activities to ensure that work is completed in accordance with contract plans and specifications. Candidates may also sign and stamp landscape architectural plans.
• Performing site assessments, wetland mitigation designs, pedestrian facility designs, and project management services.
• Developing erosion and sediment control plans, and storm water pollution prevention plans.
• Overseeing training for landscape architectural and environmental activities. Duties may require driving state vehicles, utilizing public transportation, and/or extensive walking to make on-site measurements and observations.
• Preparing responses to correspondence and preparation of public outreach information.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional:
You must have a New York State Professional Landscape Architect’s License with current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service in a title allocated to a Grade 18 or higher.

Open-Competitive:
You must have a New York State Professional Landscape Architect’s License with current registration.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The starting salary for this position is $116,534. This amount is comprised of an increased hiring salary of $103,034 with an additional geographic pay differential up to $13,500, specific to this title and location.

The maximum compensation for this position is $128,752. This amount is comprised of the standard job rate of $115,252 with an additional geographic pay differential of $13,500, specific to this title and location.

In addition, a Mid-Hudson Adjustment of $2,000 or a Downstate Adjustment of $4,000 may also apply depending on the location of the position.
