Duties Description • The FR4 Administrative Major, along with other Forest Ranger 4s and the division director and assistant division director, will constitute the command staff for the Division of Forest Protection.
• FR4 Administrative Major will be responsible for identifying the specific managerial, administrative, and operational needs of the Division’s non-regionalized programs to ensure the proper delivery of all appropriate division services.
• FR4 Administrative Major will be responsible for ensuring compliance with all agency and division policies and procedures with the programs they supervise.
• FR4 Administrative Major will be responsible for developing, maintaining, and editing statewide division policy and procedures with other FR4s and Central Office Command and Program staff.
• FR4 Administrative Major will conduct annual reviews for all programs under their supervision.
• FR4 Administrative Major will assist with development of agency-wide policies particularly those related to emergency management.
• FR4 Administrative Major may assist with the development of agency-wide policies specific to state land management and public use.
• FR4 Administrative Major will assist the division’s Office of Professional Standards as the initial investigative level for all complaints against division members assigned to programs under their supervision. They will interview witnesses, collect evidence, and prepare reports for the division and the Executive Offices to review.
• FR4 Administrative Major will oversee the resolution of division level disciplinary issues and direct appropriate counseling efforts.
• FR4 Administrative Major will work with the director and assistant director to assess the need for Office of Employee Relations (OER) disciplinary referrals.
• FR4 Administrative Major will work with the DEC Internal Investigation Unit as needed.
• FR4 Administrative Major will assist with recruitment efforts and will work with other DEC staff on overall agency wide recruitment efforts.
• FR4 Administrative Major will assist DEC OER with contract implementation and negotiation.
• FR4 Administrative Major will collaborate with regional directors and program staff to ensure cooperation among DEC program areas.
• FR Administrative Major will monitor and approve time and activity records, travel, and purchases made by subordinate staff.
• FR4 Administrative Major will develop relationships with appropriate local, state, and federal emergency response and law enforcement agencies.
• FR4 Administrative Major will participate in statewide duty officer rotation for the division.
• FR4 Administrative Major will oversee complex field operations and responses to statewide emergencies.
• FR4 Administrative Major will oversee the hiring of permanent employees.
• FR4s may be assigned to oversee a specific Statewide area of programmatic responsibility as needed to ensure the proper program delivery.
Minimum Qualifications One year of permanent service as a Forest Ranger 3 or two years of permanent service as a Forest Ranger 2.
There is currently no eligible list for this position. Therefore, if no more than three qualified individuals are interested, it will be possible to make a permanent appointment via non-competitive promotion.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.

Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must provide 24-hour response on a rotational basis and work during normal business hours.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
