Duties Description The Testing Services Division is responsible for the development, administration, scoring and validation of the examinations provided to the public for State agencies and local jurisdictions. To better serve New Yorkers and make civil service examinations more accessible and convenient for all, the Department is modernizing and transforming the way in which civil service examinations are held. As part of this new examination model, the Department is in the process of establishing 12 dedicated computer-based testing centers across New York State to provide all New Yorkers with the ability to participate in exams, including individuals who do not have access to a computer or Wi-Fi services.

The Administrative Specialist 2, Grade 23, functions as regional supervisor of multiple computer-based testing (CBT) centers.

The duties of this position include, but are not limited to, the following:
• Manage the operation of three of the Department’s twelve new CBT centers within the assigned region. A moderate amount of travel to each of the three CBT centers within the assigned region will be required.
• Plan, organize, schedule, and coordinate test site operations based upon policies and procedures developed by the Test Administration Unit in Albany.
• Escalate test site operations or administrative issues that cannot be corrected locally for resolution by Information Technology Services or the Test Administration Unit in Albany.
• Directly supervise and evaluate the performance of the Administrative Specialist 1 positions in the assigned region.
• Ensure the three CBT centers are adequately staffed and written reports on operations are submitted to the Test Administration Unit in Albany.
• Manage the purchase of office needs; ensure adequate equipment and supplies; train staff on test administration policies and procedures; monitor proper functioning of computer related equipment and network connections.
• Analyze operations and suggest improvements on test administration procedures; implement and track operational changes at assigned test locations; and write reports on test site metrics and operations.
• May be assigned to cover test administration shifts at a CBT center within the assigned region, public schools, or other test sites in an assigned region, which may include nights and weekends, or travel to another test site.

Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as an Administrative Specialist 2, if less than one year, you must be currently reachable on the Administrative Specialist 2 eligible list for the Albany location if one exists.

COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 21. To be considered, you must provide a copy of your letter of eligibility with your response.

PREFERRED QUALIFICATIONS:
Supervisory or management experience, customer service experience, technological proficiency, and familiarity with Microsoft products.
