Duties Description This position serves as the chief of the Bureau of Fish and Wildlife Coordination, overseeing multiple sections and units totaling about 20 staff across technical and administrative titles. This bureau oversees coordination, planning, personnel, and fiscal management for the Division of Fish and Wildlife, which includes over 400 permanent and hourly staff, two million license sales transactions resulting in about $40 million in annual revenue, and an annual operating budget of over $100 million.
In their role as bureau chief, the incumbent will develop and implement bureau work plans, goals and objectives; establish program policies; ensure completion of projects; and provide program recommendations to executive management. The incumbent will also assist the Assistant Director and Director in work planning and budgeting for the division.
Candidates should have rigorous training and experience in planning, policy, administration, and fiscal management, and must work collaboratively with bureau chiefs within the division, as well as with administrative leads for other divisions (e.g., Fiscal Management, Personnel, Operations).
Duties include:
•Determine annual and long-range work plans and strategies, develop bureau goals and objectives, and assess program effectiveness.
•Define program and project priorities and ensures that managers and staff are performing in compliance with priorities.
•Prepare and/or supervise the development of proposed program budgets and monitor expenditures.
•Oversee and/or supervise the preparation of federal grant proposals.
•Develop and implement improvements to operational and capital budgeting processes including identifying division priorities.
•Assist with the development of organizational, staffing, and training initiatives.
•Advise division and agency leadership on federal and state legislation and policies that impact DEC and DFW funding sources (e.g., Conservation Fund, Wildlife and Sport Fish Restoration, EPF, NY Works, Bond Act) and recommend remedies, as needed, to mitigate risks.
The Bureau Chief will work across bureaus and divisions to develop a statewide division spending plan to evaluate whether program’s have sufficient resources to meet programmatic and division goals, to seek efficiencies and leverage funding sources, and to ensure that funds are allocated and disbursed appropriately.
The Bureau Chief serves as a strategic advisor to the Division Director and is a senior member of the Division Management Team, working closely with the other Bureau Chiefs and Assistant Division Director to manage the activities of the entire Division. Members of this Team are expected to work collaboratively and to address the needs of both the bureau and Division. Successful candidates will demonstrate an understanding of the workings of the Division and contribute to the vision for future success.
The Bureau Chief is expected to foster teamwork, collaboration, innovation, and cooperation among staff, including fostering a culture of inclusiveness, equity, and respect, mentoring staff and encouraging professional development. Successful candidates will have a plan to integrate central office and regional budgeting and resource needs within the division’s annual and long-range planning efforts.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 29 / M3 or higher and:
Eligible for transfer under Section 52.6.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
