Duties Description Oversee healthcare billing for assigned team, including supervision of billing office employees, direction of billing, collection, and payment posting operations, and management of receivables. Supervise day-to-day operations of team, including providing input on hiring, performance evaluations, and other personnel actions. Oversee billing office operations, including charge collections and posting, billing and collecting from patients and third party payers, posting of payments and reporting of results. Maintain database of charges, services, fees, allowances and coding requirements to ensure all billings and payments are accurate. Manage receivables and ensures appropriate follow up on accounts by collections staff. Respond to unusual requests, inquiries or problems. Supervise billing office employees, including hiring, training, evaluating and performing disciplinary actions, as necessary, following Health Facilities Management and Department of Health guidelines. Monitor and evaluates work of subordinates to ensure adherence to policies and procedures. Safeguard program assets, such as cash and receivables, by implementing appropriate internal control mechanisms. Periodically reviews internal control. Provide periodic written reports and analysis to leadership and/or Administration to clearly present results of billing operations and status of receivables. May serve as department liaison to other program departments and groups on matters related to billing functions. Consults with third part payer representatives on an as-needed basis. Fills in as necessary in absence of billing office employees. Maintains thorough knowledge of billing office management, including governmental and third party payer rules and regulations. Keep good Communication with billing office staff, facility staff, and others as appropriate. Other duties as assigned.
Minimum Qualifications Reassignment: Current NYS DOH Veterans Home at Oxford employee with permanent or contingent-permanent, competitive service as an Office Assistant 3, G-14.
Transfer: Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a position allocated to a salary Grade 12 or above and eligible for transfer under Section 70.1 of the Civil Service Law to Office Assistant 3.
Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as in a clerical, keyboarding, or paraprofessional title allocated to Grade 7 or higher. Preferred Qualifications:Processing billing for Medicaid / Medicare. Experience with billing for each service provided to residents in a SNF. Capture, itemize, code, and submit billable units for service to each resident. Work with third party billings, and private pay billings.
