Duties Description Reporting to the Administrative Specialist 2, the incumbent of this position will be responsible for performing a wide variety of administrative duties related to contracts/purchasing, information technology and other administrative functions, supporting the Office of Cannabis Management (OCM).

Duties include, but are not limited to:

• Gather data and statistical information on OCM operations to generate and prepare the annual budget and financial plan.
• Develop and recommend requests for purchases and requisitions.
• Review and edit Request for Proposals (RFPs) submitted by program personnel and develop RFPs consistent with agency requirements.
• Manage purchasing for OCM, including obtaining quotes and entering, approving, and receiving activities in the Statewide Financial System (SFS).
• Coordinate bidding process for OCM by soliciting and evaluating agency recommendations concerning draft bid proposals and specifications, determine appropriate format and content of bid, and negotiate changes as necessary.
• Evaluate procurement requests to determine whether specific agency requirements are covered by centralized contracts.
• Reconcile Procurement Card purchases.
• Coordinate travel reimbursements for agency staff as needed.
• Track fleet vehicle assignments and needed services.
• Draft, review, and update specifications for a variety of commodities.
• Maintain financial records to monitor expenditures.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.

Required experience: professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

**Administrative Specialist level requirements:
• Administrative Specialist Trainee 1 (equated to SG-14): bachelor or higher degree.
• Administrative Specialist Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.
• Administrative Specialist 1, SG-18: bachelor or higher degree and two years of required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position that is eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
