Duties Description The Bureau of Administration in the Division of Family Health is recruiting for a Health Program Administrator (HPA) who will provide contract management of various maternal and child health programs, to include reproductive health, sexual assault, and abortion access programs.
The HPA will provide oversight of multiple grant and deliverable based contracts to include review and processing of contracts, claims, subsequent budget modifications, as well as all related vendor compliance materials. HPAs are also responsible for detailed tracking of each document through the various workflows ensuring timely processing of all transactions. This responsibility includes detailed monitoring of spending reports for each program and managing cash flow of federal and state appropriations that fund the various contracts as well as other duties as assigned. Supervision of administrative support positions may be required.
Minimum Qualifications NY HELPS: Bachelor's or higher degree.
Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.
Preferred Qualifications: Experience in contract management of grant contracts and monitoring of contract performance; experience using the New York Statewide Financial System (SFS), particularly the Grants Management Module and related payment functions; excellent organizational, written, and verbal communication skills; Proficiency in the use of Microsoft Suite tools including Excel, Word, and Teams; experience providing technical assistance to contractors.

Position may be filled at a trainee level (equated to Grades 14/16), or Grade 18, depending upon the qualifications of the candidate.

This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
