Duties Description The Associate Accountant duties in Cemeteries will include but are not limited to the following:
• Supervise Senior Accountants in Binghamton and Buffalo.
• Work with cemeteries, local officials, and other Division staff to facilitate special meetings and attempt to avoid cemetery abandonment.
• Work with Director, Assistant Director and Senior Accountants to provide training and technical assistance on cemetery operations, budgeting, and management.
• Prepare policy and training materials.
• Work with Director and Assistant Director on special projects and initiatives geared toward improving the efficiency of audits, review of applications by cemeteries, review of cemetery annual reports, and other financial functions of the Division and reducing the regulatory burden on cemeteries.
• Work with Senior Accountants on field examinations involving larger cemeteries or complex issues.
• Review cemetery applications for rate increases.
• Review cemetery annual reports.
• Review and prepare reports on cemetery applications for major renovations, columbariums, crematories, land sales and purchases; and other matters requiring New York State Cemetery Board approval.
• Communicate with the public and cemetery officials concerning cemetery accounting matters, laws, and regulations.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a Non-Competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must have one year or more of qualifying permanent service as a Department of State Senior Accountant and must not have failed the last holding of the promotion examination for the title listed above. Civil Service may approve the permanent appointment of a Senior Accountant without further examination.
Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.
The minimum qualifications for NCP appointment are:
One year of permanent or contingent permanent service as a Senior Accountant.

Preferred Qualifications:

• experience with accounting for not-for-profit entities

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
