Duties Description Reporting directly to the Deputy Medicaid Inspector General for Administration, the incumbent oversees and manages the overall operation and the day-to-day Human Resources functions of the Office of the Medicaid Inspector General (OMIG), encompassing three main functions – personnel, employee relations, and staff development and training -- and the daily activities of the staff assigned to those tasks.
The duties of this position include, but are not limited to, the following:
Plan, direct and evaluate the OMIG’s Human Resources programs, including personnel management, exam and organizational planning, employee relations, staff development and training programs, Reasonable Accommodations, and health and safety.
• Work with principal staff in each functional area to identify and clarify goals and objectives, formulate action plans, and assess outcomes. Advocate for OMIG program needs, translate program area goals into specific assignments to appropriate subordinate staff and monitor progress. Ensure that agency program area managers receive consistent and effective advice.
• Provide oversight, direction, and feedback to subordinate managers and staff in carrying out daily activities. Provide guidance to resolve issue(s). Ensure compliance with CBAs, such as re: health & safety items and Labor/Management meetings.
• Supervise professional staff in planning, developing, and/or procuring appropriate training programs.
• Oversee maintenance, collection, and distribution of recurring reports.
Provide consultation or subject matter expertise to Executive team and program area managers.
• Act in a policymaking capacity and provide high-level input on implementing administrative and operational policies and procedures. Oversee the compilation, maintenance, and revision of relevant agency policies and Employee Handbook.
• Provide input into employee relations issues or areas of high visibility. Coordinate or provide appropriate background information and/or proposed responses.
Represent the agency on workgroups, committees, and in other forums regarding the personnel, staff development and employee relations programs. Advocate for agency interests as appropriate.
• Coordinate or provide input into appropriate responses to FOIL requests or litigation, investigations, grievances, and other employee/labor relations issues.
• Advise Employee Organizations (unions) as appropriate of new or revised procedures impacting members. Assist in cultivating good relationships with union stewards and representatives.
• Maintain relationships and good communication with OER, Department of Civil Staff, other Directors of HR, and other staff from external stakeholders, advisors, and/or control agencies. As required, testify in legal or administrative proceedings, provide background information and context.
• Attend conferences, training, and/or presentations to maintain HR community contacts and keep abreast of the current developments or issues impacting agency staff.
Minimum Qualifications Transfer Qualifications:
At least one year of permanent competitive or 55-b/c service at a position allocated to an M-2/G-27 or higher. The service must be in a title that Civil Service has deemed eligible to transfer under Section 52.6 or 70.1 of Civil Service Law.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.7 Non-Competitive Promotion (NCP) Qualifications:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of the Medicaid Inspector General of our intention to potentially conduct a non-competitive promotion examination for the position of Director Human Resources 3, M-3, in Albany (main office). Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. To be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service in a title allocated to M-1 or higher in a Human Resources, Training, or Labor Relations title. If there are no more than three (3) qualified NYS OMIG eligible promotional employees who respond to this posting, Civil Service may approve the permanent appointment of one (1) of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Additional Comments Preferred Qualifications:
A proven record of leadership, with a high level of competence and demonstrated experience in all aspects of Human Resources activities. Strong written, oral, and interpersonal skills.
