Duties Description Duties:
• Build effective relationships with various stakeholders to understand and verify business needs, desired outcomes, and requirements, and to identify and assess risks.
• Review "as-is" and "to be" business processes and functions.
• Determine project activities necessary to achieve deliverables; develop and maintain project schedules.
• Identify and document the scope of business process changes or enhancements to meet new business needs or required by procedural changes or by changes to federal, State, or local laws and statutes.
• Facilitate meetings with stakeholders from various levels within OGS and across other agencies and organizations, leveraging appropriate facilitation tools and techniques.
• Prioritize business process changes to maintain system functionality and efficiencies.
• Review and write business system documentation.
• Review and analyze business process deficiencies requiring resolution during or after implementation.
• Communicate business process and solution requirements to vendor staff, IT staff, program staff and stakeholders.
• Develop test data and scenarios, test systems functions, and document the results.
• Develop training materials related to business systems implementation for users.
• Review training plans and trains users on new IT system functions or business processes.
• Conduct User Acceptance Testing and facilitate formal resolution of defects.
• Validate that requirements have been met.
• Write procedure manuals and document business process deficiencies requiring resolution during or after implementation.
• May perform business analysis intelligence activities such as data mining to extract data for forecasting, service delivery metrics, and provide management with data to make policy decisions.
• Work with Procurement Services Group stakeholders to understand business needs for eProcurement.
Minimum Qualifications NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
A bachelor’s degree and three years of the specialized experience*.
Specialized experience includes: Working on complex projects, with two or more years in a leadership role as a business analyst that included eliciting, documenting, reviewing, and approving business requirements from key stakeholders using industry-standard methods.
• Client-focused business and requirements analysis experience and documentation, including conducting and leading requirements gathering sessions, analyzing gathered requirements, identifying, documenting, and validating system requirements for continuous integration and deployment, and preparing proposals for best-fit technology based on elicited requirements.
• Conducting business process analysis and optimization in a technology environment, documenting the as-is state, and proposing the to-be states.
• Creating requirements documentation, such as use cases, screen prototypes, and specifications, adhering to pre-established templates, and using a requirements management tool.
• Project analyzing, extracting, transforming, and documenting legacy systems' functionality, system logic, business rules, and context diagrams.
• Strong analytical, written, and verbal communication skills.
• Bachelor’s degree with coursework in information technology, business or public administration, project management, and/or communications.
Preferred Qualifications:
• Master’s degree.
• Familiarity with the Business Analysis Body of Knowledge (BABOK).
• Ability to apply industry best practices and state/federal mandates to system requirements.
• Experience identifying project risks/issues and proposing solutions.
• Ability to work independently and to manage work within a defined schedule.
• Current certified business analysis professional (CBAP) certification or similar.
