Duties Description The Contract Management Specialist 1/Trainee duties in the Contract Processing Unit will include but are not limited to the following:
• Development, review, processing and tracking of contract related transactions including new, renewal and amendment service and grant contracts.
• Development, review, and submission of Contract Reporter Exemption Requests.
• Work with control agency staff to address procurement transaction issues.
• Development, review, and processing of Invitations for Bid, Requests for Proposals, and Request for Applications.
• Process contract transactions in SFS.
• Work with Agency staff to assist with procurement transactions.
• Perform other duties as assigned.
Minimum Qualifications Eligible for reassignment, transfer, reachable for appointment from the appropriate eligible list or meet the following qualifications:
CONTRACT MANAGEMENT SPECIALIST TRAINEE 1/NS (EQ to SG-14 $53,764-68,630)
Competitive Transitional Qualifications: must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a SG-8 or higher. Only the titles listed are qualifying for this title.
Traineeships: To be advanced to the full performance level of the title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2. Upon satisfactory completion of the 12-month training as a Trainee 2, you will advance to the full level of this title without further examination.
Minimum Qualifications for Advanced Placement: At the agency's discretion, the candidate may be appointed to a higher level based on the NY HELPS qualifications. The candidate must inform the agency of any additional qualifications at their interview.
CONTRACT MANAGEMENT SPECIALIST TRAINEE 2/NS (EQ to SG-16 $59,994-76,359)

CONTRACT MANAGEMENT SPECIALIST TRAINEE 2/NS (EQ to SG-16 $59,994-76,359): a bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Substitutions: a Juris Doctor, master's or higher degree in a related field* can substitute for one year of specialized experience.
* Hiring agencies have discretion in determining whether a degree is related to the duties of the position.

This title is part of the New York Hiring for Emergency Limited Placement Statewide
Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive
appointment, which means no examination is required but all candidates must meet the
minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees
hired under NY HELPS will have their non-competitive employment status converted to
competitive status, without having to compete in an examination. Employees will then be
afforded with all of the same rights and privileges of competitive class employees of New
York State. While serving permanently in a NY HELPS title, employees may take part in
any promotion examination for which they are qualified.
