BASIC FUNCTION:
Under the direct supervision of the Director of Contract Participation, the Project Manager, Utilization, will lead the planning, execution, and monitoring of key initiatives designed to improve MWBE utilization across New York State agencies and authorities. The role requires a strong blend of strategic thinking, stakeholder engagement, and project execution skills to drive, influence impact, and enhance equitable contracting outcomes. The Project Manager will work closely with internal and external stakeholders to ensure the successful implementation of projects aligned with the state's MWBE goals.

WORK PERFORMED:
• Develop and implement actionable project plans, procedures, and timelines for new and existing Utilization Unit initiatives.
• Maintain clear, ongoing communication with internal and external stakeholders, including division leadership, unit teams, and NYS agencies/authorities, to ensure alignment and transparency.
• Track project progress, assess deviations from plans, and implement corrective measures to maintain project timelines and deliverables.
• Identify project risks and develop robust mitigation strategies to minimize disruption.
• Conduct post-project reviews, document lessons learned, and establish best practices for continuous improvement.
• Design and deliver training sessions and project materials to support successful handoff and implementation by NYS agencies and authorities.
• Represent the MWBE Utilization Unit at industry events, MWBE forums, and other public engagements to promote program initiatives and gather stakeholder feedback.
• Spotlight contracts with underutilization trends and coordinate targeted outreach to both MWBE and prime vendors to enhance participation and visibility.
• Identify and promote contracting and subcontracting opportunities for certified MWBEs.
• Establish and maintain relationships with vendors to understand and address challenges and successes within the MWBE program.
• Work on other projects as assigned.

Minimum Qualifications Education Level Required: Bachelor’s degree in business, Public Administration, or a related field.

Relevant Experience Required: Minimum 5 years of experience in project management, public administration, or program implementation. Strong background in managing complex, multi-stakeholder projects, preferably within state or municipal agencies, economic development corporations, or nonprofit organizations aligned with public policy goals. Experience with New York State procurement, MWBE programs, or broader public-sector operations is a plus. Demonstrated commitment to diversity, equity, and inclusion in public contracting.

Knowledge Required: Strong strategic and analytical thinking. Excellent organizational and time-management skills with the ability to track, problem solve and report project progress effectively. Ability to manage multiple priorities. Effective stakeholder relationship management. Strong written and verbal communication skills. Working knowledge of Article 15-A of the New York State Executive Law and its requirements for MWBE participation in state contracting preferred. Proficient in Excel and full MS Office Suite with a high degree of comfort learning and using database management programs, such as Monday.com. Project Management certification is a plus.
