Duties Description The New York State Office of Parks, Recreation and Historic Preservation oversees more than 250 parks, historic sites, recreational trails, golf courses, boat launches and more, which were visited by 88.3 million people in 2024. The mission of the Office of Parks, Recreation and Historic Preservation is to provide safe and enjoyable recreational and interpretive opportunities for all New York State residents and visitors and to be responsible stewards of our valuable natural, historic and cultural resources.

The Human Resources Bureau is embarking on an initiative to implement long-term strategic workforce planning at all levels within the agency, as well as reviewing HR systems and processes. The Project Manager 2 will work collaboratively with subject matters experts in Human Resources and other Agency staff at various levels within the organization to ensure that the team’s initiatives are implemented smoothly and meet agency, bureau, regional, park, and program needs.

Reporting directly to the Associate Director of Human Resources 3, the Project Manager 2’s job duties include but are not limited to:

• Directly and independently manage projects from initiation to closure.
• Prepare and manage a Project Management Plan, including but not limited to, scope statement, Work Breakdown Structure, schedule, budget, quality assurance plan, project staffing, procurement, risks and issues, contingencies, communication plan, and other project management tools as appropriate to the project.
• Coordinate with Subject Matter Experts, Business Analysts, and ITS staff.
• Identify and schedule project deliverables, milestones and required tasks.
• Deliver resources necessary for project completion.
• Direct and coordinate activities of project resources to ensure project progresses on schedule and within budget.
• Prepare and deliver executive-level documents including presentations, proposals, and training materials, as well as to facilitate communications with stakeholder groups at all levels.
• Track project performance to ensure goals are being met.
• Identify and mitigate project risks; escalate and resolve issues impacting project success.
• Contribute to and participate in other agency initiatives as requested, such as the drafting of Requests for Proposal, internal agency planning processes, and strategic negotiation with outside vendors.
Identify and maintain project critical path and contingencies.
• Facilitate project meetings, define agendas and run meetings.
• Perform other duties as assigned.

NY HELPS or 55-b/c Qualifications:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. seven years of project management experience which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and closing. This experience must include the development of significant project management deliverables such as scope statements, schedules, budgets, quality plans, risks plans, and communications plans;

Or 2. an associate's degree** and five years of the required experience as described in option 1;

Or 3. a bachelor's degree** and three years of the required experience described in option 1;

Or 4. a master's degree** and two years of the required experience as described in option 1;

Or 5. current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) and five years of the required experience as described in option 1;

Or 6. current certification from the Project Management Institute as a Project Management Professional (PMP); or Program Management Professional (PgMP); or Portfolio Management Professional (PfMP).

Subsequent 55-b/c Qualifications:

A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

52.6 Transfer Qualifications:

Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 of the Civil Service Law.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
