Under the supervision of the Section Head of the Public Transportation Bureau’s (PTB) Service Section, the Associate Capital Program Analyst will play a critical role in overseeing public transit agencies, ensuring compliance with state and federal regulations, and managing Federal Transit Administration (FTA) grant funding programs.

DUTIES:
• Monitor and evaluate public transit agencies’ operations, construction projects, and service delivery to ensure alignment with state and federal guidelines;
• Conduct site visits and audits to assess project progress, compliance, and performance;
• Review and approve grant applications, reports, and documentation to ensure compliance with funding program guidelines; administer and manage FTA grant funding programs, including allocation, disbursement, and reporting; and provide technical assistance to transit agencies regarding grant applications, compliance, and reporting processes;
• Collaborate with engineers, contractors, and transit agencies to resolve project-related issues;
• Develop and implement policies and procedures to improve efficiency and effectiveness of public transit services and funding programs;
• Remain up-to-date on changes in state and federal regulations and communicate these changes to stakeholders;
• Assist the Section Head of PTB’s Service Section in the management of the OGS Adult Bus Contract.
• Work closely with public transit agencies, local governments, federal agencies, and community organizations to promote collaboration and address transit-related challenges;
• Represent NYSDOT at public meetings, hearings, and conferences related to public transit and funding programs;
• Supervise two Transit System Specialists, which includes assigning work tasks and monitoring performance, providing support, guidance, and direction to team members, coordinating training and ensuring adherence to state and federal policies, setting clear expectations and holding employees accountable, preparing performance evaluations and addressing any performance issues, and reporting to management on team performance and operational matters.

• Proficiency in managing grant funding, budgeting, and financial reporting;
• Ability to analyze data, assess project performance, and make data-driven decisions;
• Excellent written and verbal communication skills for interacting with stakeholders, preparing reports, and presenting findings;
• Ability to lead initiatives, such as integrating ferry services into funding programs and follow through to completion;
• Familiarity with public transit systems, construction processes, and transportation planning;
• Strong problem-solving skills to address challenges related to compliance, project delays, and stakeholder concerns.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on a current Civil Service eligible list; or be eligible for reassignment or transfer in accordance with Civil Service Law.
