Duties Description Reporting to the Maintenance Supervisor 4, SG-21, the Maintenance Supervisor 2, SG-17's duties include, but are not limited to:
• Reviews maintenance requests; visits the project site to confirm the nature and extent of maintenance requested and to determine such information as dimensions and the materials, equipment, and labor required to complete the project.
• Prepares or directs the preparation of sketches, plans, estimates of material and labor needs and costs, and work schedules.
• Plans and directs rehabilitation and construction projects.
• Prepares, implements, and enforces a preventive maintenance program.
• Orders or directs the ordering of materials and equipment.
• Meets with trades supervisors involved in the project to coordinate and schedule work and to ensure the effective use of labor and material and that the project will be completed on schedule.
• Assigns staff to the project, providing oral and written instructions, including such documents as technical manuals, blueprints, specifications, and plans.
• Observes and inspects work in progress and when completed, confirms the proper use of materials and equipment, workmanship, and proper regulations and codes are followed, schedules are met, and that work is performed according to plan.
• Develops training programs for staff by determining training needs based on observation of work performance.
• Assists staff by providing instructions and assistance in resolving work-related problems and in the performance of specific tasks.
• Implements and enforces safety procedures and standards for all facility maintenance operations.
• Inspects work performed by outside contractors for conformity with project plans and specifications.
• Maintains written records of work performed and completed, and accounts for labor and materials used.
• Evaluates the work performance of subordinate employees and takes corrective action.
• Inspects facility to determine maintenance needs and recommends projects based on findings.
• Assists in the preparation of the annual maintenance budget by recommending the resources for labor, materials, and equipment.
• Advises institution administrators on the feasibility of proposed projects and equipment purchases.
• Oversees and assists with the operation and maintenance of a variety of equipment including dump trucks, aerial trucks, loaders, aerators, excavators, and other construction or maintenance equipment as needed
• Oversees and assists with tree pruning and removal which includes the operation of chain saws, aerial lifts, and chippers.

Minimum Qualifications NY HELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Two years of experience* supervising other workers in any of the areas listed below:

Either 1. maintenance and operation of a physical plant;

Or 2. building construction;

Or 3. building renovation and/or repair projects.

*If verifiable, we will accept and pro-rate appropriate part-time and volunteer experience.

Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Reassignment Qualifications:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Maintenance Supervisor 2 to be eligible for reassignment.

70.1 Transfer Qualifications:
Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.7 Non-Competitive Promotion (NCP) Qualifications:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the NYS Office of Parks Recreation and Historic Preservation of our intention to conduct a non-competitive promotion examination for the position of Maintenance Supervisor 2 at Bear Mountain State Park, Bear Mountain, NY. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Maintenance Supervisor 2 position consists of candidates who have 1 year of permanent service as a Maintenance Supervisor 1.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

*NY HELPS
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must possess or obtain a valid Commercial Driver’s License Class B** that allows the candidate to legally operate commercial vehicles in New York State within the probationary period and maintain it as a term and condition of employment.
• Must have completed Game of Logging levels 1, 2, and 3 or equivalent training and chainsaw 101 training within the probationary period as a term and condition of employment.

**Under the provisions of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The incumbent is required to participate in pre-employment, random and post-accident drug and alcohol testing.

Location Pay:
The hiring rate will be the sum of the statutory hiring rate for PEF Grade 17 ($63,361) and the Downstate Adjustment ($4,000). The job rate will be the sum of the statutory job rate ($80,655) and the Downstate Adjustment ($4,000).
