Duties Description This position will function as the Assistant Director of Nursing (ADON) for the Bureau of Nursing and Health Services in the OPWDD Division of Statewide Services. Under the direction of the Director of Nursing and Health Services (DON) the ADON provides leadership and supervision within the Bureau of Nursing and Health Services, including full responsibility for the PASRR (Pre-admission Screening and Resident Review) program and supervision of its eight (8) staff. The ADON also collaborates closely with the DON, other bureaus within the Division of Statewide Services, Divisions within OPWDD, and voluntary providers to maintain compliance with federal and state regulations and promote evidence-based clinical practices that support OPWDD's core mission of helping people with developmental disabilities lead richer lives.
Key responsibilities include, but are not limited to:
• Supervises PASRR Coordinators across the state, monitors and maintains appropriate staffing levels and staff assignments.
• Reviews and provides technical assistance and guidance around medically complex and/or challenging cases presented by PASRR Coordinators, OPWDD Regional Field Office staff, and/or other stakeholders and make determinations as needed.
• Remains current and knowledgeable of all federal and state regulations for PASRR and ensures OPWDD compliance through standardized operational procedures.
• Develops, updates, and maintains PASRR policies and procedures, staff training, case tracking, and communication with internal and external stakeholders.
• Collects, analyzes, and summarizes data of completed PASRR assessments for OPWDD leadership and/or federal reporting.
• Develops, implements, and monitors quality assurance (QA) measures to ensure consistency and accuracy of PASRR processes.
• Supervises the Registered Nurse 3 Consultant (Developmental Disabilities) who is responsible for responding to all provider questions and developing, implementing and delivering trainings.
• Supports provider agencies with understanding their regulatory responsibilities related to health and nursing-related tasks under OPWDD, DOH, and CMS.
• Provides health and nursing-related technical assistance to all stakeholders, including people with developmental disabilities, families, advocates, and providers.
• Participates in the development and implementation of various external stakeholder groups such as the Medical Taskforce, Dental Taskforce, Nurses Community of Practice (CoP), etc.
• Provides clinical recommendations and/or opinions, as requested, to OPWDD Bureaus and internal OPWDD committees as either the lead of the committee or as a Divisional representative.
• Participates in inter-agency (NYSOFA, OMH, DOH, and OASAS) workgroups and initiatives related to health and nursing services.
• Works with the DON, OPWDD's counsel's office and other Divisions to develop and disseminate administrative memoranda, policies, and guidance affecting health services.
• Utilizes health data to identify statewide gaps in care, evaluate clinical service delivery, and recommend improvements.
• Performs additional assignments as directed to support the Bureau's mission and goals.
Minimum Qualifications Promotion: Possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and one year of service as a Registered Nurse Supervisor 1.
Open Competitive: Possession of a license and current registration as a registered professional nurse in New York State; a bachelor’s degree in nursing; and two years of post-licensure professional clinical nursing experience. One year of the experience must have been at a supervisory level.
Substitutions: A master’s degree in Nursing can substitute for one year of non-supervisory post-licensure clinical nursing experience.
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
•Please note that starting salary for this title reflects the increased hiring salary and geographic pay differential. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 61 ($93,659), Increased Hiring Salary ($16,488) and Geographic Pay Differential ($20,000). Geographic Pay Differential is added to the job rate ($118,388).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
