Duties Description The NYS Education Department (NYSED) is seeking applicants for a Business System Analyst 3 (BSA 3) position within the Data Unit of the Office of Special Education and Adult Career and Continuing Education Services (OSEA). We are seeking a dynamic and results-oriented team member to lead modernization initiatives and support program offices with data management and reporting. The ideal candidate will have strong critical thinking skills and a passion for continuous improvement through innovative technology. Duties will include, but are not limited to the following:

• Collect, analyze, define and document business and functional requirements.
• Develop communication and training materials.
• Lead the modernization of business processes by leveraging Microsoft 365 tools (e.g., Power Platform, SharePoint, Teams).
• Provide technical guidance and change management support to stakeholders.
• Analyze workflows to identify inefficiencies, bottlenecks, and opportunities for automation or enhancement.
• Facilitate communication between IT, data, and program offices to ensure cohesive project execution.
• Collaborate with program offices on Federal data reporting requirements and development and maintenance of internal controls to ensure data accuracy and reporting compliance.
• Supervise staff in the Data Unit.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Business Systems Analyst 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of service at Business Systems Analyst 2. Provisional candidates must take the examination for at Business Systems Analyst 3 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent-permanent appointment or a temporary provisional contingent-permanent, appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination Business Systems Analyst 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period at the discretion of the unit supervisor. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Regular statewide travel is required (30%).

Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $121,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
