Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Join our dedicated NYS ITS team as the Project Director, supporting the Department of Transportation (DOT) as a Functional Manager, leading the Development, Security, and Operations (DevSecOps) team. In this critical role, you will oversee the delivery of application services and maintenance/operations (M&O) for all DOT applications, ensuring their reliability, security, and alignment with the agency's strategic goals.
Key Responsibilities:
• Team Leadership & Management: Lead and mentor a diverse team of State employees (PS) and HBITS consultants (NPS) across various functions, including Low Code Development, WebApps, Mainframe, COTS, Permit/Compliance, QA/QC, and Release & Deployment.
• Service Delivery & Optimization: Oversee the delivery of high-quality application services and ensure efficient maintenance and operations for all DOT applications.
• ITSM Management: Drive excellence in ITSM processes, including Incident, Problem, Request, Knowledge, and Change Management.
• Demand & Project Planning: Manage intake, demand, and project planning activities, ensuring resources are effectively allocated to meet business needs.
• Technical Communication: Produce clear and concise technical documentation to support development, operations, and knowledge sharing.
• Security & Compliance: Manage vulnerability assessments and remediation efforts to maintain a secure application environment.
• Business Case Development: Participate in the review and development of business cases for new initiatives and enhancements.
• Procurement Support: Contribute to the drafting, review, and response to RFPs, RFIs, and RFQs.
• Strategic Alignment: Collaborate with Agency Program Area teams to translate business needs into technical deliverables, ensuring alignment with DOT's strategic objectives.
• Stakeholder Engagement: Meet with Agency Management and Executives to understand business needs and map them to appropriate ITS Products and Services.
• Incident Response: Provide off-hours support during emergency events for critical production transportation operations applications.
• Solution Development: Draft solution proposals that address business challenges and leverage technology to drive innovation.
• Resource Management: Effectively allocate resources to projects and initiatives, ensuring optimal utilization and productivity.
• Training & Mentoring: Provide ongoing training and mentoring to team members, fostering a culture of continuous learning and development.
• Perform the full range of supervisory responsibilities.
Minimum Qualifications Required Qualifications:
• Ten (10) years of broad information technology experience, demonstrating a comprehensive understanding of various IT disciplines and how they intersect within large-scale organizations and including three (3) years of supervisory-level or one (1) year of managerial-level experience in DevSecOps.
• At least six (6) years of focused experience in DevSecOps, with a track record of leading the delivery of application services and maintenance/operations (M&O).

o Appointment to this position and continued employment with the agency is contingent upon obtaining
and/or maintaining New York State residency within six months of hiring.
o Appointment to this position is not final until all agency approvals have been granted.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. Fingerprinting and a background check is required for employment with ITS.
Salary is commensurate with experience.
