Duties Description Under the Direction of the Audit Services Director, the Auditor 3 will supervise a team to:

Plans and directs the conduct of research on the organizations receiving grants and Child & Adult Care Food Program (CACFP) funds to determine if an audit report is needed based on its purpose, functions, organization, funds involved, and applicable laws, rules, and regulations governing its operation,

Plan, direct, and monitor, examinations and appraisals of accounting records and financial affairs, of public, for profit, and non-profit organizations and businesses to ensure that accounts are maintained in compliance with governing laws, rules, regulations and contracts.

Maintains contractor database and workflow ensuring system is working as intended, data entered is accurate and complete, and conclusions on the need for an audit are accurate.

Develop and submit system change requests to IT and SFS when Uniform Guidance or State contract requirements change to ensure compliance with current requirements.

Supervise review of the subrecipient Single Audit Report Schedule of Expenditures of Federal Awards (SEFA) to determine if all Department grant and Child & Adult Care Food Program (CACFP) funds are included.

Supervise staff to ensure professional accounting and auditing standards and practices are applied to determine the ability of the organization to conduct its programs efficiently and effectively, determine whether it’s a going concern, and evaluate its internal controls and practices.

If audit reports identify deficiencies or findings, ensure staff share with programs responsible for funding to ensure management decision requirements are met timely, including the development of a corrective action plan. Provide advice to programs on what should be included in the Corrective Action Plans (CAPs) and what successful implementation of the CAPs should look like.

Supervise and perform full audits of Department programs and contractors based on prioritization of risk and workload.

Assists in the development of the audit plan by providing input on risks resulting from research and examination of grantee and Child & Adult Care Food Program funded entities, including but not limited to, whether the significance of audit report management comments and/or financial findings, including if they are repeat findings.

Perform other tasks as requested.

Minimum Qualifications Candidates must be reachable for appointment on the Auditor 3 NYS Civil Service Eligble List.

Candidates must have one year of permanent competitive or 55-b/c status in the Auditor 3 title and be eligble for lateral transfer; OR be eligble for transfer via section 70.1, 70.4, 52.6 of NYS Civil Service Law.

Provide independent and unbiased recommendations, both verbally and in writing, clearly and conscisely. The ability to collect, synthesize and analyze large volumes of information quickly, competently, and efficiently. Organize and prioritize work to ensure deadlines are met.
