Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of an IES senior program manager, the IES Technical Business Analyst (BA) will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will perform duties that will bridge the gap between business needs and technical solutions, focusing specifically on data management architecture and ensuring data accessibility within the organization. The incumbent will demonstrate a strong understanding of data principles and the ability to translate business requirements into technical specifications for data systems. Duties include but are not limited to the following:
• Work closely with business stakeholders to understand their data requirements, including how they need to access, use, and interpret data.
• Document business requirements and translate them into functional and non-functional specifications for data architecture and management solutions.
• Perform data analysis to identify trends, patterns, and insights to inform data architecture and design decisions.
• Collaborate with Data Architects and Engineers to design and implement effective data management strategies and architectures, including data acquisition, storage, processing, and retrieval.
• Contribute to the development and maintenance of logical and physical data models.
• Analyze and define the data architecture framework, including security, reference data, metadata, and master data.
• Evaluate and recommend new technologies and tools to improve data management and accessibility.
• Establish and enforce data governance frameworks and best practices to ensure data integrity, security, and accessibility.
• Oversee data quality assessments and audits, implementing corrective actions as needed.
• Develop and conduct training programs to promote data literacy and empower teams to leverage data in decision-making.
• Collaborate with development teams to ensure that data solutions are optimized for performance, scalability, and accessibility for various stakeholders (data analysts, data scientists, etc.).
• Act as a liaison between technical teams (e.g., data engineers, data scientists) and business units, effectively translating technical concepts into business terms and vice-versa.
• Work closely with stakeholders to align data architecture with business goals and objectives.
• Manage and communicate evolving requirements and progress throughout the project lifecycle.
Minimum Qualifications Minimum Qualifications:
Seven (7) years of experience as a Business Analyst, with a focus on data-intensive projects, a strong understanding of data management principles, data warehousing, and database systems (e.g., SQL/NoSQL databases) and experience with data modeling, ETL processes, and data integration techniques.
The following degrees may substitute for the general experience as indicated:
Associate degree may substitute for two years of experience,
Bachelor’s degree may substitute for four years of experience,
Master’s degree in related field substitutes for an additional year of experience, Doctorate in computer science or related field substitutes for an additional two years of experience, beyond a Bachelor’s degree.
Preferred Qualifications.
• Knowledge of data governance, security, and compliance best practices (e.g., GDPR, CCPA).
• Familiarity with cloud platforms (e.g., AWS, Azure, Google Cloud) and their data services is a plus.
• Excellent communication, analytical, and problem-solving skills.
• Bachelor's degree in Data Science, Computer Science, Information Systems, or a related field.
