Duties Description Reporting to the Deputy Director for Market Analysis, the Program Analyst 2 (Cannabis) is responsible for spearheading the development and management of a market data reporting process, including publication of data to a public-facing platform for the Office of Cannabis Management (OCM). These reporting systems managed by the incumbent will provide transparency into a rapidly evolving cannabis market for both internal and external stakeholders, empowering data-driven decision making for the Office and New York cannabis stakeholders alike. The incumbent works closely with the Data & Systems unit to define data extraction requirements for the Analytics team, compiles and synthesizes data collected by other units, builds the Analytics unit’s data management protocols, builds scalable analysis and reporting systems, ensures data quality and integrity, and disseminates data and reports though agency-managed channels. Duties include, but are not limited to:

• Work closely with stakeholders within the agency to understand how they collect, utilize, and consume data.
• Gather requirements and provide insights on how data solutions can inform and optimize processes and outcomes on mission-critical priorities.
• Lead extraction of relevant data from core agency assets, including the Seed to Sale system, to provide timely data, reporting, and insights on key market trends and programmatic outcomes.
• Develop and communicate a clear product vision and strategy that aligns with agency goals and stakeholder needs.
• Create and manage a public-facing data reporting product roadmap, ensuring timely delivery of features and updates based on priorities.
• Collaborate with internal customers to prototype short to medium-term analytical and reporting solutions, collecting feedback to inform product decisions and improvements.
• Collaborate with Data & Systems team to ensure seamless infrastructure development and product implementation.
• Engage with 3rd party vendors to evaluate opportunities to acquire new data assets and oversee their end-to-end integration into the broader data platform.
• Continuously assess data quality across systems and processes, identifying areas for enhancement and implementing strategies to ensure accuracy, consistency, and integrity in support of agency decisions.
• Manage the dissemination of public-facing and regulatorily mandated reporting including the publication of open data, responding to FOIL requests, etc.
• Work closely with the Audit and Risk Management teams to develop data storage, quality assurance, and archiving processes in alignment with Office and State records retention mandates.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.

Minimum Qualifications Seven years of experience* in a cannabis, industrial hemp, medical marijuana, agricultural, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.

*Substitution: A bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. A master’s degree in the same fields as bachelor’s may substitute for an additional year of the non-supervisory experience.

• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
