Duties Description
Under the direction of a Human Resources Specialist 1, the incumbent will ensure employee compliance with Time and Attendance rules and administer various leave programs. The Office Assistant 3 must be able to perform the following essential functions:
•Develop a thorough understanding of the Attendance and Leave Rules that govern NYS employees, act as agency liaison with the Business Services Center for Time and Attendance.
•Review various documents to determine entitlement and ensure compliance with all applicable rules for employees requesting a leave of absence, either with or without pay, including Family Medical Leave.
•Ensure consistency of the administration of FMLA designations, usage and forms.
•Review and update internal policies and procedures in accordance with changes to existing benefit programs and the establishment of new programs.
•Oversee and audit the administration of certain salary continuation programs offered by the State including the leave donation program, the sick leave at half pay program, Military leave entitlement, Workers' Compensation program, etc.
•Prepare timely payroll transactions within pre-determined deadlines to remove and restore employees to and from the payroll.
•Administer health insurance benefits for Tax employees by completing transactions in NYBEAS and by communicating with the Employee Benefits Division at Civil Service.
•Research complex inquiries for medical leaves and time and attendance issues from employees, supervisors, managers, Union personnel, etc. utilizing a variety of resources.
•Communicate effectively via telephone, in writing and/or in person with a variety of staff and other agency personnel.
•Use and navigate computer systems; learn, maintain and update skills in computer technology.
•Multi-task and prioritize assignments; organize workload and files.
•Present information at employee orientation programs.
•Assist in the preparation, review, evaluation, and analysis of EBU inventory and performance metrics reports.
•Supervise, train, and direct assigned staff in the performance of their tasks. Prepare performance evaluations and probation reports for assigned staff.
•Maintain confidentiality of information and exercise good judgment.
•Meet department's time and attendance rules and regulations.
Minimum Qualifications The ability to fill this position is subject to DOB guidelines for processing personnel transactions. Note: a budget waiver is not required to fill positions via transfer to lateral level positions within the same department or to change line items within the same funding source. The selected candidate must be eligible for appointment in accordance provisions of the Civil Service Law, Rules, and Regulations. If mandatory rehiring lists exist for this title, appointment other than reassignment must be made from these lists no acceptors from these lists, appointment may be made using the following:
a) Employees who are currently serving in the same title are eligible for reassignment without change in title or status;
b) Candidates reachable on the appropriate eligible list for this title and location;
c) Employees eligible for transfer.
