Duties Description Incumbent will plan, manage and provide leadership for a statewide human services workforce development program that provides learning opportunities to a wide array of trainees, including but not limited to state, local and child welfare services provider agency employees, day care providers, and foster parents; manage a $61.3 million annual training plan comprised of 31 training contracts; provide guidance for BTD trainers providing classroom/virtual training, coaching and facilitation services;. and provide oversight and management of a 100,000 square foot training center.

Responsible for the planning and oversight of the overall program, including the development, implementation, accessibility, management and evaluation of the workforce and professional development learning programs and strategies that align with the mission of OCFS.

Create and management of training and development programs for agency employees, new employee orientation, mandated training for Juvenile Justice direct care staff, and required developmental training for the staff of the 58 local social services districts

Responsible for overall management of the training data systems that are used for federal reporting and claiming, the evaluation and measurement system for all training provided by OCFS either through the training plan or directly to OCFS staff, and the distance learning products and services provided to our internal and external customers.

Collaborates with executive staff to identify agency training needs and proposed solutions.

Maintains and develops positive relationships with external partners (Office of Employee Relations, vendors, other training entities) to assure the development and advancement of the BTD training agenda and that training needs are being met.

Provides leadership to the agency concerning innovative and effective workforce development approaches and the use of new and existing technologies for learning, with a focus on the integration of AI technologies.

Provides oversight for contract management; works with internal fiscal partners to maximize the draw down of federal funds and provide monitoring of expenditures; and follows approved state, federal and local guidelines.

Manages, supervises and directs staffing resources and assures the timely and thorough evaluation of staff.

Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 52.6 transfer.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
