Duties Description Rockland Psychiatric Center (RPC), an Office of Mental Health (OMH) Joint Commission accredited facility, is recruiting a Business Officer 4 to oversee their business office operations. This position is located on RPC’s main campus in Orangeburg, New York and require travel to satellite clinics; a state vehicle will be provided.

As a Business Officer 4, you will oversee, coordinate, and direct the business and financial management functions and supervise the activities of professional, paraprofessional, and support staff in RPC’s Business Office and clinic locations including:
• Managing RPC’s accounting, budgeting, contract administration, purchasing, and inventory control.
• Overseeing the expenditure and accounting of funds allocated in the annual budget.
• Developing, revising, and implementing Business Office policies and procedures.
• Planning and administering support services operations which may include environmental services, nutrition services, maintenance, and transportation services.
• Traveling up to 50% to offsite campuses and outpatient clinics within a 70-mile radius of RPC’s main campus.

RPC provides a full range of treatment services to adults 18 years and older with serious mental illness living in Rockland, Westchester, Orange, Sullivan, Putnam, Dutchess, and Ulster counties as well as the Greater NYC Region. In addition to RPC’s inpatient facility, they provide a network of outpatient services including clinics, mobile mental health teams, Assertive Community Treatment (ACT) Teams, and residential programs. Services are delivered safely in a respectful and caring environment with a primary focus on hope and recovery.

Minimum Qualifications • Candidates must be reachable on the current Civil Service eligible list for this title;

OR

• Transfer Opportunity: Candidates within State Service can be considered for transfer if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law;

OR

• Transfer Opportunity: Candidates within State Service can be considered for transfer if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 of the Civil Service Law;

OR

• Provisional Opportunity: In the event there is a not a valid eligible list, candidates with State Service who met the following promotion qualifications may be quailed for a provisional appointment:

o 1 year of service as a Business Officer 2, Business Officer 3, Associate Director Human Resources 1 (Institution), Director Institution Human Resources Management 1, Supervising Accountant, Supervising Budget Analyst, or Supervisor Agency Accounts.

o Note: If appointed provisionally you must take the next scheduled exam and receive a reachable score before you can be permanently appointed.
