Duties Description The New York State Archives is seeking a highly qualified candidate for the position of Archives & Records Management Specialist 5 (ARMS 5) to serve as the Director of Government Records Services. Reporting directly to the State Archivist, this senior leadership position is central to advancing the Archives’ mission of ensuring that government records across New York State are effectively managed, preserved, and accessible. The Director will provide vision, guidance, and resources to strengthen records management programs in both state agencies and local governments, while safeguarding records of enduring historical value. Key responsibilities include, but are not limited to:
• Provide executive leadership in developing and strengthening records management programs for state agencies and local governments.
• Oversee the State Records Center and appraisal/scheduling services, ensuring efficient, coordinated, and customer-focused operations.
• Establish program direction by implementing strategies, performance measures, and process improvements to advance statewide records management.
• Administer statewide grant programs, including the Local Government Records Management Improvement Fund.
• Develop statewide policies, standards, and model procedures to promote consistent and effective records management practices.
• Build and sustain partnerships with state agencies, local governments, and professional organizations to advance shared goals and strengthen statewide collaboration.
• Oversee program evaluation and reporting to assess effectiveness, ensure accountability, and inform long-term planning.
• Lead and supervise professional staff, including subordinate managers, to promote high performance, professional growth, and operational excellence.
• Identify and implement improvements to existing programs by assessing effectiveness, addressing gaps, and driving innovation.
• Manage fiscal and staff resources, including budgets, personnel, and program priorities, to ensure effective and sustainable statewide services.
• Contribute to Archives-wide strategic planning and public engagement efforts, coordinating cross-program initiatives and representing the Archives through reports, presentations, and outreach.
• Carry out other responsibilities as assigned to support the mission of the New York State Archives.
Minimum Qualifications PROMOTION: Current NYSED employees must have one year of permanent service as an Archives and Records Management Specialist 4.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 4.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-271 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have PROMOTION QUALIFICATIONS. Provisional candidates must take the examination for Archives & Records Management Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require10% in-state/Statewide travel
This position leads to a maximum salary of $131,298 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
