Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to fill a Mental Health Program Specialist 3, G-25 position within the OMH Division of Community Program and Policy Management, Adult Community Care Group. The Mental Health Program Specialist 3 provides oversight and direction of the NY Employment Services System (NYESS) Unit. As part of a team dedicated to program implementation, operations, and support, this position will focus primarily on programs and tasks related to NYESS, including training, technical assistance, and program support for all NYS OMH program types and related NYESS initiatives. The Office of Mental Health is committed to improving employment outcomes for individuals experiencing mental health barriers.

This position is dedicated to the promotion of Employment First principles and evidence-based practices such as Individual Placement and Support (IPS) and Supported Employment, with a particular focus on psychiatric rehabilitation and improving outcomes for individuals receiving mental health supports and services.

Responsibilities include, but are not limited to, the following:
• Serve as a Subject Matter Expert on matters related to employment services within New York.
• Develop policy and support implementation of such policy.
• Maintain and enhance essential partnerships including, but not limited to, state agency partners and the Office of the Chief Disability Officer.
• Provide oversight of NYESS related initiatives including, but not limited to, the Work Incentives Network, and the NYESS Training Team (build the annual training calendar and confirm coverage for all presentations).
• Provide technical assistance and support to community-based programs.
• Develop and facilitate in-person and virtual training related to Employment First and other employment-related topics, and present at conferences and in other forums.
• Collaborate with state partners on matters pertaining to employment services, psychiatric rehabilitation, and collaborative technical assistance.
• Conduct data analysis and prepare reports.
• Supervise assigned NYESS staff.
• Other duties as assigned.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25 and be eligible for lateral transfer; OR one year of permanent, competitive service in a title eligible for transfer via Section 70.1 or Section 52.6 of the Civil Service Law.
