Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of the Information Technology Architect 3 (Data), the Information Technology Architect 2 (Data) will be responsible for providing senior strategic and technical leadership within the enterprise data architecture project lifecycle, modeling and designing end-to-end enterprise database solutions and collaborating with stakeholders to strategically align project outcomes with business requirements; establish data management principles and standards. The Information Technology Architect 2 (Data) will oversee the implementation of enterprise data management technical solutions.

Duties include but are not limited to the following:
• Implement and maintain logical data modeling, analysis, design, development, and implementation of Data Modeling, Data Integration, or Data Warehousing solutions that meet business needs while adhering to all policies and standards.
• Administer technologies related to Data Modeling, Data Integration, and Data Warehousing.
• Collaborate with user experience, business analysts, and business stakeholders to devise and implement enterprise data strategies, build models, and assess stakeholder needs and goals, considering factors such as performance, scalability, security, and usability.
• Collaborate with data architecture project development teams to ensure that technical solutions are implemented according to design specifications. Provide technical oversight and support during the data architecture project implementation phase.
• Contribute to the establishment and maintenance of the NYS Enterprise Data Governance Policy, setting the rules and standards concerning enterprise data management, including:
• Covering data management goals, procedures, and business expectations.
• Defining metrics and best practices to ensure data quality, privacy, and security.
• Establishing how data must be managed at different stages of its lifecycle and who is responsible for which tasks.
• Evaluate new and emerging technologies to determine their suitability for inclusion in a data management technical solutions catalog. Conduct proof-of-concept evaluations and recommend data management and analytics technologies.
• Identify technical risks and develop mitigation strategies to address them. Ensure that data management solutions adhere to security, compliance, and regulatory requirements.
• Drive continuous improvement in data management solution architecture processes and practices. Identify opportunities to streamline processes, improve efficiency, and enhance data management solution quality.

Minimum Qualifications • Seven (7) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of software engineering, data engineering, database administration or other data-related specialty and its application within large-scale organizations.
• Five (5) years of specialized experience in data management solution architecture, database design, software development, modeling, or warehousing.

EDUCATION/EXPERIENCE SUBSTITUTIONS:
• Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience.
• Bachelor’s degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience.
Bachelor’s degree in any field substitutes for two years of general information technology experience.
• Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
