Duties Description The Employment Services Manager 2 will plan, organize, delegate, coordinate, and evaluate career center programs, operations, activities, and services to the public. They will apply and interpret agency policies, procedures, guidelines, and performance standards in conformance with Federal and State laws, rules, and regulations to assure consistency in operations and optimal services to customers, employers, and the community.

Reassignment Qualifications (DOL EMPLOYEES ONLY):
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in an Employment Services Manager 2; if you have less than one year, you must be reachable on the current Employment Services Manager 2 eligible list for this location, if one exists.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Employment Services Manager 1. If 3 or fewer qualified Department of Labor Employment Services Manager 1's respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Employment Service Manager 1's without further examination.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 25 or higher determined to be administrative by Civil Service.

PROVISIONAL QUALIFICATIONS:
You must be a qualified employee of the New York State Department of Labor and have had one year of permanent competitive or 55-b/55-c service as an Employment Services Manager 1, Assistant Coordinator Apprentice Training, Associate Employment Services Representative, Employment Training Fiscal Auditor 2, Occupational Analyst, Senior Employment Consultant (Testing), Senior Employment Counselor, Supervising Labor Services Representative, Supervising Labor Services Representative (Chinese Language), Supervising Labor Services Representative (Spanish Language), Workforce Programs Specialist 2, Workforce Programs Specialist 3, or Workforce Programs Specialist 3 (Spanish Language).
Only the titles listed are eligible for provisional appointment.
Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
