Duties Description The objective of the Division of Quality Improvement (DQI) is to integrate and promote quality improvement practices throughout our system to enhance the quality of supports, services, and outcomes for the people we serve.
The Continuous Quality Improvement Unit (CQI) within DQI provides leadership and support to develop and implement DQI's priority initiatives. These include oversight of the Compass program, the Home and Community Based Services (HCBS) Heightened Scrutiny process; oversight of CCO recertification and redesignation process, Early Alert and provider stability initiatives; the Mortality Review process; and other projects to carry out OPWDD's mission. In addition, the CQI leads in development of the protocols used by the DQI Bureau of Program Certification to review the health and safety of individuals whose services/supports are certified, authorized, and/or funded by OPWDD. The CQI unit responsibilities also include coordination of training for surveyors and provider agencies; operating workgroups and committees; and special projects and internal processes, as needed.
This position may require the incumbent to travel throughout New York State and to participate in conducting survey and certification work as needed to accomplish CQI Unit and DQI work assignments such as managing Compass and/or other on-site agency visits. CQI unit staff are expected to be flexible and adapt to shifting priorities and assignments as the needs of DQI and OPWDD dictate. The Standards Compliance Analyst 2 may be assigned to:
· Act as the lead of the Compass program. This requires the ability to interact with agency staff of all levels and the ability to interact publicly, provide training and guidance on behalf of DQI and to interact well with the public. Creation of Compass reports requires strong writing and communication skills to both provider agencies and for internal purposes.
· Participate in and provide oversight to a variety of quality improvement projects. Responsibilities may include assistance with OPWDD's Early Alert Committee and other provider stability processes; Family Care Certification, Mortality Review process; and Compass program as well as involvement in DQI's ongoing provider and staff training activities and special projects. Responsibilities may also include supervision of one or more SCA 1 staff involved in these activities.
· Design, develop, implement, manage, and facilitate workgroups and committees. Specific work tasks may include chairing workgroups, committees, or subcommittees; developing meeting materials; summarizing key issues and decision points; and organizing and coordinating project activities within DQI and with members of other divisions of OPWDD and external stakeholders.
· Initiate DQI's provider and staff training sessions. Specific work tasks may include scheduling and related communication; development of training materials; presentation of training material; facilitation of discussion during training sessions; and/or supervision of SCA 1 staff responsible for same.
· Analyze information from DQI databases and develop reports and recommendations for a variety of audiences including OPWDD leadership and management staff, other state agencies, and CMS.
· Support efforts to enhance quality improvement in services funded, certified, or authorized by OPWDD.
· Supervision of staff.
· Monitor and gather feedback on quality management projects to assess their effectiveness and make revisions where necessary.
· Represent the unit on agency-wide committees and work groups
· Development and testing of new and revised survey and review protocols
· Participation in regulation and policy development
· Other duties as assigned by the Area Director and/or Director of the Continuous Quality Improvement Unit.

Minimum Qualifications Eligible List: Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.
OR
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 70.4 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
OR
Reassignment: Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Standards Compliance Analyst 2 (Developmental Disabilities). If you have less than one year, you must be currently reachable on the eligible list.
OR
Provisional: In the event that there is not a valid eligible list for this title in this location, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of permanent competitive service or 55-b/55-c service as a Standards Compliance Analyst 1 (Developmental Disabilities) or Standards Compliance Analyst 1.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Non-Competitive Promotion (NCP): NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as a Standards Compliance Analyst 1 (Developmental Disabilities) or Standards Compliance Analyst 1.
Additional Comments • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

Paid Holidays and Leave
