Duties Description Under the direct supervision of the Assistant Regional Director and the Regional admin team, the Permits Manager organizes and manages all aspects of film and photo shoots at all the New York City Regional parks which consist of Marsha P. Johnson State Park, Gantry Plaza State Park, Clay Pit Ponds State Park Preserve, Bayswater Point State Park, Denny Farrell Riverbank State Park, Roberto Clemente State Park, Shirley Chisholm State Park & FDR Four Freedoms State Park. Sets a professional tone and example for all visiting park patrons and user groups, ensuring compliance with all agency policies and procedures for staff, patrons and permitted groups or individual, identifying maintenance needs, identifying equipment and material needs, and adhering to code, health and safety guidelines. Also reviews all necessary insurance documentation for compliance with agency standards and mandates.
• Maintains financial records for all issued permits within the region. Handles financials records and permits for DF Riverbank State Park and Roberto Clemente State Park on a case-by-case basis. Records all fees in the agency’s revenue system and accounts for tracking and reconciling reports; makes weekly bank deposits as necessary; prepares overtime, location fee and NHT invoices for all agency personnel and creates all accounting reports.
• Manages contributions made to NHT as part of any issued permit as needed.
• Research inquiries from NHT staff regarding donations received in Albany for which the recipient is not indicated and prepares revenue abstracts in absence of designated staff.
• Responds to all telephone and written inquiries regarding the issuance of permits and documentation.
• Creates and maintains a yearly master calendar of all events - picnics, film & photography permits issued within the region for review and tracking.
• Provides weekly summary reports for all film and photo shoots; answers inquiries (email, fax, phone, mail) in a timely and efficient manner. Meets frequently with Regional Admin team to discuss any concerns associated with requested facility usage to ensure safety.
• Makes recommendations to higher-level management for policies, procedures, training, and facility improvements to enhance the customer experience and promote customer satisfaction.
• Assures that all Agency, Regional and Park standards for service delivery, customer service, and employee conduct and performance are consistently met.
• Performs other related duties and responsibilities as assigned.
• Inspects, evaluates, and assures the readiness and availability of equipment and facilities to meet requirements for scheduled activities.
Minimum Qualifications Permanent Competitive Appointment: To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
For Permanent Non-Competitive NY HELPS Appointment:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Open Competitive Qualifications:
Either 1. six years of experience working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;
Or 2. a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.
*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application and/or resume.
Examples of non-qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums.
Examples of non-qualifying degrees for the purposes of these examinations include but are not limited to: accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.
If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
*For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. If not licensed at the time of appointment, the appointee must obtain a driver’s license without restrictions or conditions within the term of probation
• This position is 37.5 hours per week. Weekend, holiday, and evening work is required as operational needs.
• Candidates should be well organized and possess excellent communication skills.
• Must be proficient in Microsoft Office products including Excel, Word, and Outlook.
• May be required to periodically support the New York City Region’s Park and operational needs, including special assignments at other parks and emergency management tasks, as needed.
DOWNSTATE ADJUSTMENT: $4,000
