Duties Description The Real Property Analyst 2 will serve as a supervisor in the Regional Services Bureau within the Office of Real Property Tax Services. Under the general direction of a Real Property Analyst 3 or other higher-level manager, the Real Property Analyst 2 may perform the following duties:
• Supervise, train, and mentor a team of Real Property Analysts or trainees in a regional office by planning, organizing and monitoring regional work activities;
• Accurately prepare and deliver performance evaluations as required for staff in a timely manner;
• Energize staff to perform assigned tasks intended to achieve the goals of the region;
• Develop unit work plans and conduct regular review of processes for improvement potential;
• Maintain current knowledge of real property tax law, division policies and procedures;
• Provide first level support to local assessment community members for one or more counties;
• Provide analysis, or review analysis performed by staff, for the purposes of full value measurement including the determination of market trends, statistical market analysis and survey appraisals;
• Oversee the monitoring of reassessment projects conducted by municipalities in one or more counties within the region;
• Participate in presentations to local officials or the general public regarding real property tax administration;
• Provide appropriate response to inquiries from local officials or taxpayers regarding real property tax administration;
• Support the department’s goals by allocating appropriate time and resources to ensure the needs of the department are met;
• Act as a liaison between region and IT units; work with systems development staff to design, test and implement computer systems;
• Communicate effectively, both verbally and in writing, with staff, local government officials, taxpayers and management;
• Adhere to all Department policies and time and attendance rules and regulations.
Minimum Qualifications Current NYS employee eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.

OR
Provisional Appointment: In the event an eligible list for this title does not exist, or has less than three acceptors, a current New York State employee with one year of permanent, contingent-permanent, or 55b/c service as a Real Property Analyst 1 may be appointed on a provisional basis.
Note: Provisional appointments are made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.
