Duties Description This position of Professional Engineer 2 (Environmental) will be located in the Region 7 headquarters in Syracuse and serve as the full-time Regional Emergency Response
Coordinator (RERC) with additional duties.
The RERC will assume primary responsibility for the Region 7 civilian staffs’ capability
to prepare for, and respond to emergencies such as flooding, snowstorms, high winds,
wildfires, and other natural or human-caused disasters. The RERC's focus will be on
emergency preparation, training, response, and recovery, with assistance to those units and staff in the Region who are tasked with emergency response and recovery. RERC duties will include:
• Serve as the region’s liaison with DEC’s Emergency Management Unit.
• Develop, maintain, and implement emergency response and recovery plans
(e.g., Regional Emergency Response Manual).
• Represent DEC at Local Emergency Planning Committee (LEPCs) meetings
within Region 7 and engage in the County Hazard Mitigation or Comprehensive
Emergency Management Plan (CEMP) process, as appropriate.
• Represent Region 7 at New York State Emergency Management Association
meetings.
• Serve as liaison to other State and local agencies and personnel active in
emergency management in Region 7, and work effectively with multiple
responding agencies, including DEC's Office of Public Protection and outside
police and emergency service organizations.
• Staff the Regional Operations Centers (ROCs) in Central New York and Southern
Tier, when they are activated. This includes pre-event staffing coordination
efforts, situation status reporting, and resource tracking during and after
response and de-activation efforts.
• Use Emergency Management software to manage Regional personnel and
assets critical to emergency response and recovery.
• Coordinate with Region 7 Operations staff for asset planning and utilization.
• Coordinate emergency preparedness and response planning meetings and
supplemental training opportunities for staff.
Other duties for this position will include:
• Manage Region 7 Division of Environmental Remediation Bulk Storage program
and supervise program staff.
• Lead main efforts and coordination in performing Region 7 episodic, periodic,
and annual compliance and tracking (e.g., emergency authorizations, internal
controls, agency environmental audit, etc.)
• Oversee Notice of Violation (NOV) tracking, Regional Enforcement Coordination
(REC), and communication and coordination among regional staff in divisions
that work with the regulated community.
• Provide backup coverage to Regional Hazardous Waste Remedial Engineer,
Regional Spill Engineer, and Regional Materials Management Engineer, as
needed.
• Other duties as determined by Regional Executive staff.
The position requires formal training and experience in Emergency Response and
lncident Command, and familiarity with the National lncident Management System
(NIMS). The RERC must be available and prepared to respond to emergency events
during nontraditional work hours, including nights, weekends, and holidays. The RERC will coordinate with a Deputy RERC or multiple deputies as appropriate to ensure coverage when not directly available (leave for vacation, medical, other).
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
Transfer Eligible – one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law: Professional Engineer 2 Civil, Professional Engineer 2 Electrical
Additional Comments *The starting salary for this position is $113,898. This amount is comprised of the base salary of $106,898 with an additional geographic pay differential of $7,000, specific to this title and location.
The job rate for this position is $138,665. This amount is comprised of the base salary of $131,665 with an additional geographic pay differential of $7,000, specific to this title and location.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 40 pounds.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
