Duties Description Under the direction of an Associate Director of Human Resources, the incumbent of this position will be responsible for the performance of various human resources and payroll activities to help achieve the goal of staffing the agency with a diverse, well-qualified workforce. Specifically, the incumbent will:
·Coordinate and oversee agency payroll operations within our 13 District Payroll Office.
·Certify the payroll for submission to control agencies using appropriate internal control protocols to ensure that all payroll submissions are complete and prepared in accordance with applicable laws, rules and regulations.
· Analyze payroll bulletins and other applicable guidance materials and ensure proper implementation/integration into agency protocols.
·Collaborate with statewide payroll officers to develop or revise payroll related policies and procedures.
·Monitor payroll operations and work with payroll offices to identify best practices and opportunities for improvement.
· Develop business processes, internal control procedures, staff training materials and tools needed to ensure the preparation of accurate and
timely payroll submissions statewide.
· Conduct regular audits of payroll offices and report findings to management.
· Interpret and apply policies, rules and regulations issued by the Office of the State Comptroller, Department of Civil Service, and Division of Budget.
· Assist in developing consistent practices and procedures related to the many payroll functions that are key to the agency.
· Conduct agency training on payroll related topics.
· Prepare salary studies to advise management of the financial considerations of proposed actions.
· Develop and/or review requests for new positions, reclassifications, reallocations, minimum qualifications, earmark releases, increased minimum hiring rates, geographic and shift pay differentials and related classification and compensation matters. Confer with agency human resources and program staff to gather supporting documentation.
· Advise agency staff and employees, when required, on applicable laws, rules, regulations, directives, policies and negotiated agreements which affect the salary of employees.

Minimum Qualifications Candidate must be reachable on the current Civil Service list for Human Resources Specialist 2.
OR
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Additional Comments • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
