Duties Description Under the direction of the Park Operations Manager 5, M-5, this Park Operations Manager 1, M-1 position is assigned to administer and manage several statewide programs under the umbrella of the Reservations & Pass Programs Bureau.
Duties and Responsibilities:
• Administers the Office of Parks, Recreation and Historic Preservation camping/marina slip overnight and day-use site reservation program in accordance with Agency law, rules, regulations, policies, and guidelines.
• Manages the Albany Reservations Team responsible for developing and executing goals in alignment with the bureau and agency's mission.
• Develops and implements marketing-related activities to inform the public of services available in parks throughout the state.
• Manages agency contact with the Facility Reservation System vendor.
• Monitors vendor contract compliance and performance.
• Participates in the Facility Reservation System vendor and agency representative Annual Business Review meetings.
• Collaborates with regional and park operations staff in the management of the agency's overnight/day-use site program.
• Assembles meetings of the Statewide Camping Committee to identify needed changes in camping program policies, guidelines, and procedures.
• Administers the Access pass, Lifetime Liberty Pass, Empire Pass, Gift Card, and Golden park Pass programs in accordance with Agency law, rules, regulations, policies, and guidelines.
• Collaborates with agency Counsel.
• Hires, supervises, and trains staff.
Minimum Qualifications FOR PERMANENT APPOINTMENT VIA ELIGIBLE LIST APPOINTMENT:
Candidates must be reachable on the current Park Operations Manager 1 Civil Service eligible list.
52.6 TRANSFER QUALIFICATIONS:
At least one year of permanent or contingent-permanent qualifying service as a Salary Grade 23 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

PROVISIONAL APPOINTMENT:
In the absence of a viable eligible list with three or more candidates willing to accept appointment a provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
FOR PERMANENT APPOINTMENT VIA SECTION 52.7 (NCP):
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive promotion examination for the position of Park Operations Manager 1 in the Albany Main Office. Permanent appointment may be made via non-competitive promotion of an applicant who meets the position's minimum qualifications if all requirements of non-competitive promotion are met.
The promotion field for the Park Operations Manager 1 position consists of OPRHP employees who have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
