Reporting to a Program Manager, the Program Outreach Specialist 1 performs entry level professional tasks in support of the Office of Faith & Non-Profit Development Services program goals and objectives, including development, implementation, and evaluation of programmatic outreach, education, assistance services for targeted stakeholders.

Duties in will include but are not limited to the following:
• Conduct programmatic outreach, promotion, public engagement, and education activities.
• Work to increase awareness of Office of Faith & Non-Profit Development Services supports and services among target communities; work to increase participation in grant funding opportunities and utilization of informational resources.
• Partner and collaborate with professional staff of other NYS agencies that provide resources to connect Faith & Non-Profit organizations with financial and operational supports and services, and that provide grand funding opportunities.
• Work to identify target audiences for Office of Faith & Non-Profit Development Services programming and define the universe of potential stakeholders.
• Build and maintain stakeholder databases, and leverage to analyze program outreach and promotion activities.
• Plan, organize and participate in public meetings, events, conferences and training sessions with stakeholder populations.
• Attend and serve as agency representative at events led by Faith & Non-Profit community organizations.
• Develop and distribute promotional materials, including Q&A documents, newsletters, guidance documents, and grant application informational documents.
• Work closely with Public Information Office (PIO) staff in development of marketing and promotional materials, and related activities and initiatives.
• Act as a liaison with the Faith & Non-Profit community, and answer questions, serving as a programmatic resource.
• Participate in listening tours and promotional campaigns to promote office activities and resources.
• Evaluate outreach and promotion activities and initiatives.
• Collect and analyze data to gauge program success and target improvement areas.
• Work on special assignments and projects as needed.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

PREFERRED QUALIFICATIONS:
• Experience with State or Local Governmental programs and services.
• Experience in the formulation, administration, and/or evaluation of programs related to faith-based communities.
• Demonstrate awareness of and sensitivity to faith-based issues and nuances.
• Experience with administration and management of grant programs.
• Experience with public engagement, public speaking, and listening tours.


NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
The minimum qualifications for Non-Competitive appointment are:
Six years of professional experience in a position where the primary responsibility was the extensive promotion and representation of programs and services to public and/or private organizations or the general public for the purpose of increasing participation in, or utilization of, these programs and services. *

*Substitutions. An associates degree substitute for two years of the above experience; a bachelor’s degree for four.
