Duties Description Reporting directly to the Deputy Commissioner for the Division of Juvenile Justice and Opportunities for Youth (DJJOY), The Associate Commissioner for Facility Management is responsible for the general oversight of 9 facilities which includes three secure facilities, three limited-secure facilities, two dual program limited-secure and secure facilities and one non-secure facility operated by the Office of Children and Family Services. The Directors of these facilities and the Facility Managers report directly to the incumbent of this position. This individual is responsible for the quality of life in the youth facilities, including the development of and compliance with policies, procedures, enhancements, and security and fire safety regulations. Capital construction projects in the facilities and staffing in the facilities are also under the purview of the incumbent. This position will perform he following duties:

- Responsible for the general oversight of the operation of the NYS Office of Children & Family Services’ youth facilities.

- Provides direction and supervision of the Regional Facility Managers, Facility Directors the Bureau of Management and Program Support and the Bureau of Fire Safety and Security.

- Responsible for fiscal operations including the tracking and management of overall time and attendance, audit matters, and the oversight of maintenance and capital projects in youth facilities.

- Responsible for quality of life in the youth facilities, including American Corrections Association (ACA) Accreditation, NYS Commission of Correction (SCOC) Prison Rape Elimination Act (PREA), adherence to policies and procedures, enhancements, and security and fire safety.

- Adherence to agency policies related to facility operations.

- DJJOY representative for Labor Relations – Statewide Labor Management for both PEF and CSEA. A key member of the Labor Relations Committee that reviews facility investigation findings to determine disciplinary outcomes. In addition, acts as first point of contact to advocate that a staff be placed on administrative leave as a result of egregious conduct in the facility. Participates in triage process with other internal stakeholders.

- Required to work with Quality Assurance and Improvement to improve outcomes for youth and the facility environment.

- Oversees capital projects for DJJOY and is responsible for oversight of capital issues in facilities, including making sound decisions regarding physical plant improvements and their priority.

- Collaboratively works with the Associate Commissioners for the Office of Community Partnerships and the Office of Youth and Program Services to produce better outcomes for the division regarding the continuum of youth care, new initiatives, and community relationships and resources.

- Assumes the responsibilities of the Deputy Commissioner in their absence. Has on-call responsibilities.

- Fosters the development of Facility Managers, Facility Directors and Assistant Directors, and upcoming staff interested in an appropriate for leadership roles.

- Uses evidence- and data-bases analyses to guide facility practices, policies, and frameworks.

- Provides direct consultation and technical assistance to Facility Administrators

- Knowledgeable, supportive of, and involved in the implementation of treatment modalities and initiatives

- Ensures that facilities are compliant with training expectations and seeks out new opportunities for training that keep staff to-date with current perspectives and practices---including trainings that encourage equity and social justice awareness and emerging ideas on juvenile justice.

Minimum Qualifications Bachelor’s degree in social work, criminal justice, psychology or human services and eight years of managerial experience of a residential juvenile detention program or institution providing programming to court-adjudicated youth and their families, including six years’ experience supervising/managing program staff providing services to youth involved in the juvenile justice system.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
