The incumbent of this position will be responsible for assuring contractors, subcontractors, consultants, public and private not-for-profit organizations, Minority/Women owned businesses, Service-Disabled Veteran Owned and disadvantaged businesses doing business with the Department of Transportation and its sub-recipients comply with Federal and State Equal Opportunity statutes, rules, regulations, policies, and Executive Orders governing businesses receiving public funds for goods and services. The selected candidate will also be responsible for assuring Equal Employment Opportunity Compliance.
The incumbent will:
• Provide technical assistance to Department staff, consultants, and contractors to achieve or maintain
contractual compliance;
• Prepare regular reports of program activities for the agency and other State and Federal agencies;
• Monitor contract activity and progress to ensure contractual compliance;
• Conduct site visits to ensure contractual compliance;
• Meet with contractors to discuss and negotiate solutions regarding steps needed to effect program
compliance;
• Preforms In-Depth Federal Compliance Reviews;
• Goal Assessment for D/M/WBE/SDVOB and Pre-Letting and Post-Award Waivers:
• Establish preliminary D/M/W/SDVOB project specific goals by analyzing sub-contractible opportunities
by using Goal calculator, certification directories, historical data, and drafting waivers;
• Oversees the participation of minority, women-owned, and service- disabled veteran-owned
businesses in receiving contracts from publicly funded programs or projects;
• Monitors the compliance of publicly funded project with mandates requiring the participation of
Disadvantaged/minority/women-owned, and service-disabled veteran-owned businesses.
Minimum Qualifications Non-Competitive: Six years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector. A bachelor’s degree may substitute for four years of experience. A master’s degree may substitute for one year of experience.
Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency.
