The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of the Manager Information Technology Services 2, within the NYS ITS DOH Dedicated Support Product Development Team, we are seeking an experienced Specialist to join our IT team. This position will transition existing business applications to modern technologies. The Tech Analyst 2 in this position will possess strong .Net/Java development skills, a solid understanding of software modernization strategies, and the ability to collaborate effectively with other developers and stakeholders. Specific duties include, but are not limited to:
• Application Modernization:
• Participate in the planning and execution of application modernization efforts.
• Analyze existing .Net/Java code to identify areas for improvement and modernization.
• Contribute to the design and development of new application components using modern technologies (e.g., .NET, Java, Web APIs, Cloud Services).
• Assist in the migration of data and functionality from VB6 to new platforms.
• Evaluate and recommend modernization tools and techniques.
• Maintain, troubleshoot, and patch existing applications.
• Collaboration & Communication:
• Work closely with information security, business analysts, project managers, and other developers to understand requirements and deliver solutions.
• Participate in team meetings and provide regular updates on progress.
• Document code, technical designs, and migration processes.
• Testing & Quality Assurance:
• Develop and execute unit tests and integration tests.
• Participate in system testing and user acceptance testing.
• Identify and resolve defects.
• Perform the full range of supervisory duties.
Minimum Qualifications Non-competitive: Six (6) years of* information technology experience, two (2) year of which must be within the appropriate specialty**
*Substitutions: Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience.
Bachelor’s degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience. Any bachelor’s degree substitutes for two years of general information technology experience.
Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience.
**Specialty includes experience within one or more of the following information technology disciplines: artificial intelligence, cloud solutions, human centered design, product management, quality assurance, rapid application development, robotic product management, geospatial information services.
Preferred Qualifications:
? Preference for candidates holding relevant technology analyst certification, including but not limited to:
o Certified Business Analysis Professional (CBAP)
o Project Management Professional (PMP)
? Familiarity with data analysis tools like SQL, Excel, or other BI tools.
? Strong analytical and other skills like data analytics, business process modeling, data mining, and database management to gather, organize, and interpret complex data and translate it into actionable strategies.
? Excellent communication skills to effectively convey insights from data analysis to nontechnical team members and stakeholders.
? Project management skills to oversee projects from conception to implementation, ensuring all objectives are met on time and within budget.
? Customer service skills to understand the needs and behaviors of customers, aiming to improve their experience and satisfaction.
? Technical writing skills to document processes, requirements, and system changes clearly and accurately.
? Ability to work collaboratively with teams across the organization such as sales, marketing, and IT.
? Understanding of business processes and strategies to align product/system capabilities with organizational goals.
Please Note:
• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
• Appointment to this position is not final until all agency approvals have been granted.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
