Duties Description The DDPS1 is the lead for the pre-vocational work program in the Amenia Program Center and the transition from the 14c program to employment opportunities in line with current expectations and regulations. Th DDPS1's responsibilities include up to 51 IRA residing individuals with HRBSP's and subsequently higher supervision level needs. The DDPS1 is needed to assure pre-vocational services remain uninterrupted.
Duties include but are not limited to:
• Monitors Taconic’s progress with the OPWDD Transformation agreement with CMS to downsize and convert state operated day programs.
• Maintains the Department of Labor compliance and certification for Taconic to pay individuals special minimum wages in our existing workshop program
• Acts as the Department of Labor liaison; completing bi-annual recertification for all Taconic DDSOO workshop sites.
• Oversees vocational rehabilitation (payroll, wage determinations, time studies, invoices, etc.…)
• Acts as vocational rehabilitation liaison with the two other Taconic DDSOO workshops.
• Explore new employment and volunteer opportunities for the individuals served.
• Assure wage determinations are completed in a timely manner and review them.
• Attend meetings for IRA individuals and liaison with MSC’s and ITT’s.
• Assure that pre-vocational notes and summaries are completed timely and correctly.
• Complete annual re certifications and eligibilities.
• Review and sign off on all Taconic Industries invoices.
• Complete time and attendance and approve time off for the RC2 and DA2.
• Additional duties as assigned.

Minimum Qualifications Must currently be a permanent Developmental Disabilities Program Specialist 1 and interested in transfer.

OR

Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 1.

OR

Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional Qualifications:
Based on the results of the canvass of the current eligible list for the Developmental Disabilities Program Specialist 1 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Developmental Disabilities Program Specialist 1 exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
You must be a qualified employee of the New York State Office for People With Developmental Disabilities and have had one year of permanent competitive or 55-b/55-c service in a position at a Grade 16 or above and you must have a bachelor’s degree or higher in a human services field.

Additional Comments • Please note that starting salary for this title reflects the Mid-Hudson adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 21 ($78,126) and Mid-Hudson adjustment ($2,000). Mid-Hudson adjustment is added to the job rate ($99,056).

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
