Duties Description • Oversee and supervise administrative functions within the Bureau of Litigation (BOL) and perform staff services for executive staff and program managers
• Oversee and manage the collection of debts owed to DOH
• Oversee and manage requests for data from the Medicaid Data Warehouse and the Bureau’s responses to those requests.
• Assist with operation and management of contracting with outside counsel
• Supervise support staff assigned to BOL by performing the full range of supervisory activities.
• Manage and coordinate the purchase, delivery, and payment of all supplies and equipment for Bureau.
• Review executive level correspondence received in the Division of Legal Affairs to determine appropriate assignment, monitor response to meet assigned deadlines and serve as the liaison with the Executive Deputy Commissioner’s Office to resolve problems related to the requests.
• Act as quasi-ombudsperson for BOL.

Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

Health Program Administrator Trainee 1: A bachelor's degree or higher.

Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications:Experience overseeing and managing administrative functions with a bureau
Experience performing contract management tasks including budget and work plan development
Experience coordinating the purchase, delivery, and payment for supplies and equipment
Experience responding to questions from DOH staff, the public, and appointed officials
Experience researching and investigating incoming requests regarding a wide array of subject areas
