Duties Description The candidate will work in the Bureau of Perinatal, Reproductive and Sexual Health (BPRASH), and under the guidance and direction of the Infant Health Unit Health Program Administrator 1 and other unit/Bureau leadership, to support implementation of multiple infant health initiatives. This includes public health planning, implementation, and evaluation activities of the Department’s efforts to reduce infant mortality, as described in the 2024 State of the State (SOTS).

The candidate will participate and support public health initiatives, including conducting research and policy reviews and providing input into planning, implementation, and evaluation, related to reduction of infant mortality and infant health promotion. The candidate will actively collaborate and communicate with Bureau of Data Analytics, Research, and Evaluation, Division of Family Health’s medical and associate medical directors, and Regional Office staff, to perform duties as described below.

The candidate will participate in federal Maternal and Child Health Services Block Grant (“Title V”) activities including grant application and progress report writing. The candidate will also serve on and represent the Department at intra-agency and inter-agency workgroups with state, local, and national partners. The candidate may supervise student assistant(s), student interns, and/or temporary staff on an as-needed basis and with proper guidance, training, and support.

Under the direction of the Unit Manager, and Bureau and Division leadership, the candidate will be responsible for the following responsibilities at the listed percentage of effort, including:

Providing logistical and planning support to conduct regional forums with stakeholders to identify local strengths, resources, needs, and barriers to improving infant health outcomes (30%)

Supporting the planning and facilitation of stakeholder meetings and logistics, and managing day-to-day communications with internal and external providers/stakeholders and consumers (40%)

Participation in Title V Maternal and Child Health Services Block Grant (“Title V”) and Early Hearing Detection and Intervention (EHDI) grant application and reporting activities and other infant health-related grants (20%); and

Other duties as assigned. (10%)

Minimum Qualifications NY HELPS: Bachelor's or higher degree.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications:Experience managing public health contracts or implementing public health programs; experience with infant health or maternal child health; customer service experience; strong organizational, written, and verbal skills; ability to work successfully in a team environment. Bachelor's or master's degree in public health or related field, and/or postgraduate certificate in maternal and child health, health disparities, or similar applicable subject area.

Position may be filled at a trainee level (equated to Grades 14/16), or Grade 18, depending upon the qualifications of the candidate.

This position is part of the NYS HELPS program. No examination is required.
