Duties Description Under the direction of the Environmental Program Specialist 2 (Natural Resources) the incumbent’s responsibilities include, but are not limited to:

• Create Cartographic production of custom maps, such as trail, kiosk, campground, and master plans
• Develop high accuracy base maps used by state park staff both in Albany and Regions. Maps are provided to staff to inform decision making.

Data development and maintenance
o Ensure the accuracy and reliability of foundational agency datasets
-Maintain Park boundary and acquisition boundary data
-Minimize any discrepancies in disparate datasets, ensuring all datasets represent most accurate data
-Develop a workflow to archive and sync data from ArcGIS Online ensuring back up to large datasets.

ArcGIS Online
o Utilize ESRI’s suite of tools in ArcGIS Online such as Survey123 Connect, Field Maps, Experience Builder, Dashboards and Instant apps to facilitate the development of field data collection applications, and interactive mapping applications used in review, approval and long-term monitoring of Agency programs and initiatives.
o Develop field data collection apps and surveys
-Develop new field mapping applications to replace agency use of Avenza or other 3rd party work arounds to collect spatial data.
-Develop new field mapping applications requested by division and other agency bureaus such as health and safety, marine, operations, and capital.
o Maintain Power Automate flows to automate report generation from data collected in AGOL/Survey123/Field Maps
o ArcGIS Online data maintenance and updates to support Parks web apps, maps and public facing datasets

Training and Technical Support
o Pro-Transition assistance
o Provide training and technical support to non-technical staff

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55b/c, candidates must meet the open-competitive minimum qualifications for this position.
A bachelor s degree, including or supplemented by 21 semester credit hours in Geographic Information Systems (GIS), surveying, cartography, and/or photogrammetry, and nine additional semester credit hours in any combination of cartography, photogrammetry, GIS, computer science, remote sensing, photo interpretation, statistics, and/or surveying AND two years of professional experience making recommendations and decisions relating to the selection, planning, and production of mapping projects and independent research and evaluation activities which require the knowledge and application of the technical principles and practices of GIS and/or photogrammetry.

Substitutions: a master s degree in cartography, photogrammetry, surveying, or GIS can be substituted for the educational requirement and for one year of the required experience.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Mapping Technologist 2; if you have less than one year, you must be reachable on the current Mapping Technologist 2 eligible list for this location, if one exists.

Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:

A bachelor’s degree and specialized college coursework including or supplemented by 21 semester credit hours of Geographic information (GIS), surveying, cartography, LiDAR and/or photogrammetry and nine additional semester credit hours in any combination of cartography, LiDAR, photogrammetry, GIS, computer science, remote sensing, photo interpretation, statistics, and /or surveying. AND

Two years of professional experience making recommendations and decisions relating to the selection, planning, and production of mapping projects and independent research and evaluation activities which require the knowledge and application of the technical principles of GIS and/or photogrammetry.

*Experience limited to Computer Aided Design (CAD) or GIS user production of thematic overlays to such base maps or to generate system-produced GIS maps will NOT be considered appropriate experience.

Substitution: A master’s degree in cartography, photogrammetry, surveying or GIS that includes at least 12 graduate credits in cartography, LiDAR, and/or photogrammetry, can be substituted for the educational requirement and for up to ONE year of the required experience.

OR

You must be a qualified state employee of New York State have had at least one year of permanent competitive or 55-b/55-c service as a Mapping Technologist 1 or Mapping Technician 3.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status.
