Duties Description Review complex purchase requisitions for compliance with appropriate rules, regulations and agency policies and appropriateness within the agency’s budget plan. Determine the types of commodities and services available in the marketplace. Prepare detailed specifications and complex bid proposals used in soliciting bids. Schedule bid openings, receive and evaluate bids, and make recommendations of awards. Liaison with vendors and administrators to describe the commodities and services required and provide advice in the development and revision of specifications. Review procurement records and related documents to ensure accuracy, completeness, and that mandatory requirements have been met. Prioritize and assign purchase requests to subordinate staff. Review the work of subordinate staff to ensure compliance with the appropriate rules and regulations. Perform the full range of supervisory duties, such as performance evaluations and time and attendance. Train subordinate staff on newly revised laws, rules, regulations, purchasing policies, and procedures. Other duties as assigned.
Minimum Qualifications Purchasing Agent Trainee, NS (equated to Gr. 13)Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current employee of Helen Hayes Hospital with one year of permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title allocated to Grade 6 or higher. Open Competitive HELPS Minimum Qualifications: If less than three interested and qualified Helen Hayes Hospital employees serving in the direct-line, lower-level title(s) within the agency apply to this opportunity, the agency may make a non-competitive appointment under the NY HELPS program. Candidates must meet the following minimum qualifications for appointment to the Purchasing Agent Trainee, NS (equated to grade 13) title: A bachelor’s degree.
Purchasing Agent, Grade 18:
Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications:

Preferred Qualifications: The preferred candidate will have knowledge of the NYS Procurement Policies, Rules and Guidelines. They should be able to work with Microsoft Word and excel spreadsheets and have supervisory experience.

Posted salary range ($70,951 to $89,138) includes downstate adjustment of $4,000.
