Duties Description The Professional Land Surveyor 1 position reports to the Real Estate Officer 1, SG 27 and conducts and supervises land surveying activities and research of State Park lands. The responsibilities include determine historic boundary lines, certification of survey maps, and management of project priorities and staff. This position emphasizes quality control and technical direction, ensuring the integrity of survey-related products while also providing expert testimony in legal matters.
Duties:
• Exercises independent professional judgment as an expert on complex state land boundary determinations.
• Establishes standards and procedures utilized in surveying and pursues technological and procedural advances that would increase the efficiency of operations.
• Sets policy for the collection and use of survey data, the balancing and processing of field survey data, and interpretation of New York State Laws.
• Manages the project schedule priorities and staff or consultant resources that are necessary to administer the land surveying program and ensure quality of survey results.
• Provide scoping, review, and approval of consultant surveys.
• Provide administrative supervision, professional guidance, and technical direction to staff.
• Signs and stamps, with their professional seal, department survey maps per State Education law, as prepared under their direction.
• Assists the Attorney General’s Office in case preparation and testifies as an expert witness in the defense of land title and state land boundaries.
• Responsible for the maintenance of department survey and land records.
• Research internal and public records for survey and title information.
• Provide direct supervision and technical direction of field and/or office staff and provide guidance and direction to survey consultants.
• Supervise staff performing property boundary surveys utilizing applicable survey principles and practices to determine the State’s title boundaries.
• Able to identify potential title issues related to the proposed acquisition of property.
• Able to identify potential encroachments in the field.

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
New York State Land Surveyor’s License and current registration.
Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
Possession of a New York State Land Surveyor’s License with current registration and one year of post- licensure experience in land surveying.
Or
Possession of a New York State Land Surveyor’s License with current registration and on year of post- licensure experience as an Assistant land surveyor.
Important: You must indicate your land surveyor’s license number and registration information on your application by listing them in the license or certification section of the online/paper application. For appointment from the eligible list as a Land Surveyor or a Senior Land Surveyor, you must be currently registered as a Land Surveyor in New York State
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 22 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position including Real Estate Specialist 2 or Real Estate Specialist 2 (Conservation). Applicant must have a New York State Land Surveyor’s License and current registration.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.4 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 22 or higher and a passing score on Senior Land Surveyor exam (must have a New York State Surveyors License and current registration. Note: Candidates must not have failed the most recent examination for this title.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
